Description
EPA proposes to award a contract to SRI International, on a noncompetitive basis, for the design, fabrication, and validation of a two-color field-usable Jet REMPI (resonance enhanced multiphoton ionization) instrument for the detection of tetrachlorinated dibenzo-p-dioxins (2,3,7,8-TCDD), any other halogenated dioxin or furan congener, as well as other toxic organic compounds. The instrument will be designed for operation in a variety of environmental conditions, including ambient humidity and temperature levels. The instrument will also be designed to allow for the rapid replacement of components with limited operational lifetimes, such as the pulsed valve seals, as well as providing an easy means of exchanging the ion extraction optics and the pulsed gas valve as more sophisticated designs become available that will provide significantly enhanced performance. Additionally, the instrument will include the ability to rapidly switch between the detection of multiple compounds without operator intervention or adjustment. THIS IS NOT A REQUEST FOR PROPOSAL. An RFP will not be issued based on this synopsis. Any firm who believes it is capable of meeting the EPA's requirements stated herein may submit a response, which if received within 10 calendar days of the date of this announcement, will be considered. Interested firms shall provide detailed information outlining their capabilities--any response failing to provide the aforementioned data will be disregarded. Requests for a copy of the RFP will be disregarded. Responses to this posting must be in writing. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
