Description
The Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River, Maryland is tasked to perform Human Systems Engineering analysis, development, and integration of warfare systems into Naval Aircraft. NAWCAD has human systems engineering responsibility for all Navy and Marine Corp programs. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This is a sources sought. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. The Human Factors Engineering Division has a requirement for technical services to complete its mission to conduct human systems engineering on, develop, test and evaluate the human systems aspects of new and modified airborne weapon systems and to operate its' laboratory facilities. The Human Factors Engineering services are also required to support in-house expertise and the various aircraft initiatives such as Crew Accommodation, Control/Display Integration, Information Engineering, Internal/External Aircraft Lighting, Cockpit Transparencies, Crew-System Performance, Design for Maintainer, Shipboard Workstations and Spaces, Night Vision Devices (NVDs), NVD-Compatible Lighting, Helmet Mounted Displays, Laser Eye Protection, Mission Rehearsal (Active & Passive), studies/evaluations in mockups and simulators, and UAV Control Stations. The facilities include the Crew-Systems Integration Laboratory (CSIL), the Advanced Crewstation Technology Laboratory (CTL), the Man Machine Integration Lab (MMIL), Crew Systems Aircraft Lighting Laboratory (ALT) and the Aircrew Environmental Hazards Laboratory (AEL). The following are task areas that may be included in the solicitation. Program Planning. The contractor will be responsible for preparing plans of action and identifying major milestones, schedules and relevant information on resource requirements for the applicable Life Cycle phase. The contractor will also be responsible for developing performance requirements for human systems. Platform Systems/Subsystems Integration. The contractor shall perform engineering analyses pertaining to systems and system controls considered for inclusion in the various platforms. These analyses will provide the Human Systems Engineering Competency with prediction data relative to the anticipated performance of the platform with the system and system controls as well as provide a definition of the required new or upgraded system functions. The contractor will be expected to perform engineering reviews and analyses of government furnished data pertaining to new or modified components to determine the optimal approach to incorporate changes, enhancements, planned product improvements, and new capabilities into test bed and production platforms. The scope of this task shall include interfaces, modes of operations of equipment, mission computers, protocols, power, signal conditioning, sensors, controls and displays, and Electro-Magnetic Interference (EMI) issues. Functional and Design Studies Analysis. The contractor shall perform engineering tasks for the purpose of recommending functional and design requirements. Human System Test and Evaluation. The contractor, will be expected to support the entire Human Systems Test and Evaluation process. This support is not limited to but will include up front analyses, test conduct, and reporting. Human Systems Laboratory/Facilities Support. The contractor will be required to provide support to the following human-systems laboratory facilities: the Crew-system Integration Laboratory (C-SIL), the Crew System Transparency Lighting Laboratory (CSTLL), the Advanced Crewstation technology Laboratory (ACTL), and Environmental Physiology Laboratory. Acquisition Engineering Support. The contractor will be required to provide the technical support to human systems program and laboratory initiatives. This action is a follow on to contract N00421-98-C-1244, the incumbent contractor is ARINC, Inc., 2551 Riva Rad, Annapolis, MD 21401-7465. Historically, the total level of effort required for this was 194,142 man-hours over a period of five years. It is anticipated that a Cost-Plus-Fixed-Fee contract will be awarded with a base period and four option years. It is the Government's intent to award a single contract to the offeror who provides the best overall value to the Government, cost and non-cost factors considered. This is a sources sought. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL (RFP). Interested sources are directed to submit a capability package to Ms. Nicole Butts at ButtsRN@navair.navy.mil by May 5, 2003. All responses must include the following information: Company Name; Company Address; Company Business Size; and Point-of Contact (POC) name, phone number, fax number, and e-mail address. PHONE AND FAX REQUEST WILL NOT BE ACCEPTED. In addition please include a short summary of your companies skills, experience, qualifications and knowledge to support the above requirements. The response to this synopsis should not be more than 5 pages. Small business concerns should demonstrate their capabilities to perform the work as either the prime contractor or as a subcontractor capable of performing specific areas addressed in this synopsis. The Government anticipates a pre-proposal conference after the release of the official solicitation.
