Description

General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF, Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. Description: Installing and removing temporary erosion control measures; Drawing down Jessup Mill Pond to the working level during construction; Installing cofferdams, dewatering work areas, and diverting reservoir flow from the work sites to Mill Creek; Demolishing and removing the existing spillway/outlet works; Demolishing and removing 12 raceways; Demolishing and removing the intake structure and the portion of the supply pipeline along Jessup Mill Pond Dam; Demolishing and removing the water supply gauging box ; Removing the pump barge, piping, and appurtenant works; Furnishing and installing a new spillway/outlet works, including a spillway and low-level outlet; Furnishing and installing a downstream stabilization berm for the dam with a blanket drain between the existing dam embankment and the stabilization berm to collect seepage and a toe drain to direct seepage to Mill Creek; Furnishing and installing new piezometers; Furnishing and installing a new water supply intake structure with a tie-in to the existing supply pipeline; Furnishing and installing a new water treatment and aeration system with a water supply tie-in to the existing Creston NFH supply line; Rebuilding the dam embankment, replacing the asphalt road on the crest, and providing a guardrail on the east side of Hatchery Road over the dam; Reclaiming disturbed areas; and Other items of work incidental to the above work items including clearing, dewatering, unclassified excavation, stripping and stockpiling topsoil, and paving. Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability equal in comparison to its price. Offeror's technical experience (general contractor as well as key personnel) must include similar projects including modifications to significant and/or high hazard dams and water treatment facilities with uv components. Estimated price range, $4,000,000 to $5,000,000. Time for completion, 365 calendar days. Proposal receipt date of June 5, 2003 is approximate; actual date will be established at the time proposal documents are available. A pre-proposal conference has been tentatively scheduled for May 7, 2003. The exact date and time of the site visit will be identified in the Request for Proposals. This solicitation is open to both large and small businesses. Because this solicitation could result in an award over $1,000,000, a subcontracting plan will be required if the selected firm is a large business. All responsible sources may submit an offer that will be considered.
