Description
NA US Army Communications-Electronics Command, CECOM Acquisition Center Washington, ATTN: AMSEL-AC-W, 2461 Eisenhower Avenue, Alexandria, VA 22331-0700 is performing a seeking sources on behalf of the US Army Communications-Electronic Command (CECOM), RD&E C enter, Command and Control Directorate, Army Power Division, Fuel Cell Technology Branch, Fort Belvoir, VA. The CECOM Fuel Cell Technology Team is searching for sources of Liquid-Fueled Fuel Cell power systems. Systems must utilize a liquid feedstock fue l (not hydrogen bottles) and produce a full continuous power output of 1000 Watts, 28VDC and 120VAC (60Hz). The program specifically seeks fully integrated, non-proof of concept systems. Systems shall be comprised of a fuel cell, fuel delivery/storage, p rocess control systems, power electronics, balance of plant (sensors/safety stops/etc), data collection hardware/software, and all other associated subsystems. The proposed systems must be man portable with a weight not to exceed 300lbs wet. Units must o perate as stand alone systems requiring no additional equipment for startup, operation, or shutdown. All systems must be signature suppressed. Noise shall not exceed 65 dBA @ 7 meters. Infrared signature shall be within 4?C of ambient background tempera ture. All systems should be rugged enough to support field use for battery charging and other troop support power requirements. Systems should comply with current military requirements for EMI per MIL-STD-461; Environmental Capabilities such as operation from -25?F to 120?F, rain, humidity, altitude, sand/dust, rail transport, -65?F cold storage, salt spray, fungus, derate 3.5%/1000ft, max power rating at 110%; and all Electric Power Quality Requirements. This is not a Request for Proposal. There is no funding or plans to procure systems that meet with the above requirements at this time. CECOM is interested in obtaining white papers, not exceeding 10 pages in length, describing the contractor's experience in design, development, fabrication and testi ng of liquid fueled fuel cell power systems, organizational capabilities, and a Rough Order of Magnitude (ROM) unit cost for potential future government procurements. The data received in response to this Request for Information is for information purpose s only and does not mandate or impose requirements. It is desirable that data be received with unlimited rights to the Government. However, we recognize that proprietary data may be included with the information provided. If so, clearly mark such propri etary information and clearly separate it from the unrestricted information as an addendum. All responses to this market research shall be submitted within 30 calendar days of the date of this announcement.
