- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation reference number F48608-03-Q0013 is hereby issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12, effective 29 Jan 2003. The North American Industry Classification System (NAICS) code is 423830, Industrial Machinery and Equipment Merchant Wholesalers, with a size standard of 100 employees. Procedures are full and open competition. All responsible sources may submit a quotation. The Government intends to award a Firm Fixed Price Purchase Order under Simplified Acquisition Procedures (SAP). 90 CONS/LGCA, F.E. Warren AFB, WY has a requirement for the purchase of the following: Paint spray booth with temperature and humidity control. The paint booth is to conform to all federal, local, and Air Force environmental and occupational safety requirements. The paint booth shall be constructed to be installed inside of a facility currently in construction as a Military Construction (MILCON) project managed by the Army Corps of Engineers. See attached Specifications and Instructions for detailed specifications. Offers shall be structured as follows: Basic Offer: Includes all equipment, freight and labor for technical assistance to include start-up, programming, balancing and operator training. *Option 1: Ductwork material. *Option 2: Installation services. *FAR 52.217-7 Option for Increased Quantity-Separately Priced Line Items. (The Contracting Officer may exercise the option by written notice to the Contractor on or before 30 June 2003.) Note that the contemplated spray paint booth is the same or similar to paint booth available under GSA contract number GS-10F-0004J and GS-07F-0055. Delivery Requirements: Supplier shall provide submittal drawings to the government for approval within one week of award. Delivery of the equipment shall be within 12 weeks of submittal drawing approval, or 1 August 2003, whichever is sooner. Please state manufacturing lead time with quotation. Place of delivery and acceptance: FOB destination, F.E.Warren AFB, WY, 82005. If installation services are awarded, the government will coordinate the schedule with the Contractor. All Federal Acquisition Regulation (FAR), Defense (DFAR) and Air Force (AFFAR) clauses and provision referenced below may be reviewed and/or obtained from the Federal Acquisition Regulations web site at Internet address http://farsite.hill.af.mil/. FAR 52.212-2 - Evaluation - Commercial Items (Jan 1999), (a) The following factors shall be used to evaluate offers: (i) technical capability, as reflected by submitted product specifications and sketches illustrating proper fitment within facility; (ii) schedule and (iii) price. Price is more important than technical and schedule.
