*****NOTE THIS NOTICE IS BEING CANCELLED IN ITS ENTIRITY********** The National Cancer Institute on behalf of the National Institute of Neurological Disorders and Stroke (NINDS), intends on entering into a sole source contract with Georgetown University, Cytogenetics Laboratory, 3900 Reservoir Road, N.W., Washington, D.C., 20057. The NINDS under the direction of Dr. Katrina Gwinn-Hardy, the Familial Parkinson's Unit (NINDS) in collaboration with the laboratory of Neurogenetics, National Institute of Aging (NIA), as well as Dr. Kurt Fischbeck's Neurogenetics Branch (NGB), is set up for the recruitment and collection of blood samples from individuals and families with parkinsonism or a related movement disorders. One important feature of Dr. Gwinn-Hardy's laboratory is the analysis of genetic disorders in various patient populations, cohorts, and kindreds. In order for studies to be performed the NINDS/NIA require access to a laboratory that is equipped to perform genetic studies, provide extraction of DNA from whole blood, create immortalized cell lines by Epstein Barr Virus (EBV) transformation in a rapid and reproducible manner, as well as provide quality control necessary to obtain high quality DNA for analysis. This is a specialized service requiring expensive laboratory machinery, skilled technicians, and storage capability. In order to maintain the health of the cell lines, quality control measures, such as mycoplasma testing must be instituted reqularly, cell lines must be maintained in special storage facilities requiring liquid nitrogen. Georgetown University is the only source known to the NCI/NINDS that has approval under Dr. Fischbeck's protocol, under which, Dr. Gwinn-Hardy has been enrolling patients for genetic studies. To date this study has collected 200+ families of varying size resulting in the laboratory possessing >2000 blood samples, as well as 200+ individuals with Parkinsonism and 100+ controls. Georgetown University, Cytogenetics Laboratory is the ony source known to the Government that can provide the above requirements specified. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain sufficient detail to allow the NCI to determine if the party can fully meet the Governments needs. Capability statements must be received in the contracting office no later than April 9, 2003. This action is pursuant to 41 USC 253(1) and under the authority of FAR 6.3102-1. The requirement will be prcured as a non-commercial item in accordance with FAR Part 13. If you have any questions, please contact Cynthia Brown, Purchasing Agent (301) 402-4509.
