- The U.S. Department of Education, Office of the Secretary, is requesting competitive proposals in order to award a purchase order to obtain services of a contractor to develop a speaker's reference book on the No Child Left Behind legislation. Senior level Department staff are frequently interviewed by the national and local media. They give speeches and attend conferences and meetings with representatives of educational institutions, state and local governments, and members of the public. They must convey information and respond to questions concerning the No Child Left Behind legislation. The Department requires a comprehensive and easy-to-use speaker's reference book incorporating the material on NCLB to equip ED staff with information to respond to questions on all the issues raised by NCLB. The contractor must sort through and organize the vast amount of material which has been generated on NCLB, including the speeches, brochures, briefing papers, etc. which have been generated within the Department, to develop a comprehensive reference book including Q&A format, to equip staff to respond to questions. The reference book must be easy to use, create consistency of message and information, and equip the speaker to deal with hostile or uninformed questions in an accurate, credible, and positive fashion. The contractor must be familiar with the complex provisions of No Child Left Behind, and must have an extensive background in communications and public relations activities, with a demonstrated record of success in communicating complex information on education issues persuasively to diverse audiences, including general and specialized media and the general public. The vendor should provide a comprehensive draft within 30 days of receiving the award and incorporate changes by the Department within two weeks of receiving the changes. Contractors will be evaluated based on knowledge of NCLB, experience performing similar work, communications expertise, and price.
