Description
This is the second of two Sources Sought Notices requiring information needed by the Government prior to release of any potential solicitation. PLEASE READ THIS ENTIRE SYNOPSIS. OFFERORS MUST RESPOND TO THE QUESTIONS CONTAINED IN THIS SYNOPSIS. The United States Department of Agriculture, Natural Resources Conservation Service(NRCS)is planning a Direct Conversion with Cost Comparison Study of part-time (three days/week) clerical support services in the NRCS Resource Conservation and Development (RC&D) offices in three locations in Pennsylvania. These services are currently provided by Government personnel. This is NOT a request for proposals and in no way obligates the Government to award a contract. Prospective offerors are advised that a contract may not be awarded if the cost of contract performance is determined to be greater than the cost of in-house performance by Government personnel. The North American Industry Classification System (NAICS) Code is 561110, Office Administrative Services. Certain components of the services to be performed are listed below. The listing is incomplete. Full details of the work requirements will be in the performance of work statement included as a part of the solicitation. The contractor shall: Receive visitors and respond to them in a professional manner; manage incoming and outgoing telephone calls; perform reproduction services using photocopier, scanner, and facsimile machine; manage mail distribution services; process faxes; place requests for office supplies and services; prepare and manage staff calendars; provide meeting and conference services; provide file management services; provide written communication support services; provide typing and proofreading for reports, manuals, meeting minutes, charts and graphs, etc.; prepare newsletters and other publications, assist with financial management recordkeeping, assist in the administration of grants; and provide basic clerical research. If you are interested in competing for this requirement, please indicate your interest by sending an email to Roger F.Hager at roger.hager@pa.usda.gov NO LATER THAN APRIL 25, 2003. All responses from prospective offerors must provide the return email address, mailing address, telephone number, and facsimile number. In addition, please specify the following based on NAICS 561110: (1) Is your business large or small? (2) If small, does your firm qualify as a small, emergent business, a small disadvantaged business, a veteran-owned small business or a service-disabled veteran-owned small business? (3) If you are a disadvantaged business, specify under which disadvantaged group, and whether your firm is certified under Section 8(a) of the small business Act. (4) Is your firm a certified Hubzone small business? (5) Is your firm a woman-owned small business? All prospective offerors must use email only to respond to this synopsis. Please provide a brief description of your qualifications and capacity to perform these services. No solicitation exists at this time. The solicitation will be made available on the Federal Business Opportunities site when it is released. A solicitation will be released on approximately April 28, 2003.
