- Description
- The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for soil mapping services. This is an OMB Circular A-76 Cost Comparison Study. The purpose of this study is to determine the most efficient and cost effective method of providing soil mapping services for the listed locations in Arizona. In accordance with OMB Circular A-76, commercial offers will be compared with the Government's costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. These services are currently provided by Government personnel. The final products of these services are completed and field correlated soil surveys for designated geographical areas to be shown in the solicitation. Major components of this work include: researching existing information pertaining to the survey areas (i.e., existing soil surveys, topographic and geologic maps, and aerial photographs); conducting soil mapping activities, collecting and analyzing field data, and identifying soil types and series that will meet or exceed National Cooperative Soil Survey standards; preparing samples of the soil profile and descriptions from the surface to a depth of 60 inches; classifying samples by soil taxonomy and assigning a series name; developing map units and maintaining official map unit legends; compiling official field notes, soil profile sheets, field transect sheets, and mapping field sheets by map unit; and entering all documentation into the National Soils Information System (NASIS). Any contract resulting from this solicitation will have a one-year base period and four one-year options. The lowest price technically acceptable selection process will be used with any resulting award being firm-fixed price service contract. Technical and cost proposals will be required.
