Description
This is a SOURCES SOUGHT NOTICE to determine the availability of potential sources to provide Contracted Advisory and Assistance Services (CAAS) to support the Defense Energy Support Center?s (DESC) Energy Savings Performance Contracting (ESPC) and Utility Privatization (UP) programs. The Defense Energy Support Center, Defense Logistics Agency, is supporting Military Defense Installations in meeting energy reduction goals as defined by the Energy Policy Act. Through the use of alternative financing mechanisms including ESPCs, the contractor incurs the cost of implementing Energy Conservation Measures (ECMs) and is paid from a share of any energy and energy-related savings directly resulting from implementation of such measures during the term of the contract. DESC is interested in obtaining CAAS services in order to provide support in the development and analysis of each ECM including, but not limited to, evaluation of the Energy Service Company (ESCO) price proposals, evaluation of estimated and guaranteed annual cost savings, preparation of Life Cycle Cost Analysis (LCCA), evaluation of Measurement and Verification (M&V) assumptions and stipulations for appropriateness, and the assessment of implementation costs and their impact on the economic feasibility of these projects. DESC is also supporting Military Defense Installations in the investigation of alternatives to in-house DoD ownership of existing utility systems. DOD installation utility systems may include: (1) electrical distribution and electrical generation plants including peak shaving systems; (2) gas distribution systems and, in some cases, gas storage systems; (3) water treatment plants, labs, reservoirs, storage tanks and water distribution systems; (4) sewage treatment plants, labs, collection systems and disposal plants; (5) solid waste collection and disposal systems; and (6) central steam and hot water systems; (7) waste to energy systems; and (8) miscellaneous cases such as roadways, fencing, military housing and other ancillary military facilities, including land transfers, reservoirs, dams, lakes, and off post support facilities. The contractor shall provide support in the development and analysis of Cost of Service (COS), Life Cycle Cost Analyses (LCCA), Certified Economic Analyses (CEA) (using the Office of Secretary of Defense (OSD)-approved Utility Privatization Economic Analysis Support Tool (UPEAST)), Request for Proposal (RFP) development leading to a solicitation for utility services, environmental documentation studies, and real estate documentation studies in proving the most cost effective and efficient alternative to DoD. This is a request for information only and no solicitation currently exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION as there is no assurance that a solicitation will result. Vendors having the skills and capabilities necessary to perform the stated requirement are invited to provide information sought including, commercial market information and company information via e-mail or facsimile (703-767-8757) to Mily Le, no later than April 22, 2003. Responses should include the following information: company name, address, point of contact, phone number and e-mail address; business size, small business or small disadvantaged business status, 8(a) or HUBZone status; corporate affiliations; potential joint venture partners, teaming partners, and or major subcontractor or (prime).
