- *******The purpose of this modification is to clarify technical specifications and evaluation factors.**************************** This is a synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Request for Quotations are being requested and a written solicitation will not be issued. Synopsis/solicitation number F1318530710100 is a Request for Quotation. This solicitation document and incorporated provisions are those in affect through the Federal Acquisition Circular 2001-12. This procurement is 100% set-aside for small business concerns. The North American Industry Classification System Code is 333999. The small business size standard is 500 employees. Any item listed by Brand Name may be substituted for an equal product. If the offeror substitutes items, then the offeror shall submit specifications, literature, catalog cuts, or brochures. All responsible sources may submit a quotation, which shall be considered by the agency. Quotes may be submitted in hard copy or electronically, either through e-mail or mail. Regardless of method of delivery, it is the offerors responsibility to ensure receipt of the quotes by the time and date stated herein. Contractors shall submit a lump sum quotation to include shipping charges for Zinc Plated Steel Ball Transfer Units, Quantity: 2,310 each, 44.958mm/1.77inch (bottom diameter), 50.800mm/2.0inch(flange diameter), 39.116mm/1.54inch (overall height), 13.716mm/0.54inch (exposed height). Capacity: 226kg/500lbs., ball size: 30mm/1.1875inch and weight: 0.304kg/0.67lbs. Delivery date: 14 days after award date. Place of delivery and acceptance, FOB destination, Charleston Air Force Base, S.C. 29404. Contractors shall also submit completed clause, FAR 52.212-3. The following clauses and provisions are incorporated and will remain in full force in any resultant award. The full text of these clauses and provisions may be assessed electronically at this address: http://farsite.hill.af.mil. The following clauses/provisions are applicable: FAR 52.212-1 - Instructions to Offerors, Commercial Items is applicable to this solicitation. The provisions at FAR 52.212-2 - Evaluation. The Government will award a contract resulting from this solicitaiton to the responsible offeror whose offer conforming to the solicitation will be most advantages to the government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical capability of the item offered to meet the Government requirement and (2) Price. The Government will evaluate offers for award purposes for the total price for the requirement. Techinical and price are equal. If the lowest priced evaluated responsible offer is judged to meet the minimum technical requirements of the Government the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. Offeror shall include with their offers a completed copy of the provision at FAR 52.212-3 - Offeror Representation and Certifications, Commercial Items. FAR clauses 52.212-4 - Contract Terms and Conditions, Commercial Items, and 52.219-6 - Total Small Business Set-Aside are applicable to this solicitation. FAR clause 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items are incorporated by reference, however, for paragraphs (b) and (c) the following clause apply: are 52.222-21 - Prohibition of Segregated Facilities; 52.222-26 - Equal Opportunity; 52.222-35 - Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36 - Affirmative Action for Worker with Disabilities, 52.222-37 - Employment Report on Disable Veterans and Veterans of the Vietnam Era, 52.232-33 - Payment by Electronic Funds Transfer, Central Contractor Registration; 52.225-1 Buy American Act- Balance of Payments program, 52.211-17- Delivery of Excess Quantities, are applicable to this solicitation. DFARS clauses 252.204-7004 - Required Central Contractor Registration (CCR), 252.204-7003 - Control of Government Personnel Work Product, and 252.246-7000, Material Inspection and Receiving Report are applicable to this solicitation.
