Description
Provide non-personal services including all management, supervision, personnel, transportation, tools, materials and other items and services necessary to construct, install, operate, and maintain a cable television system and high-speed internet access for base facilities at Peterson AFB, CO in accordance with this Statement of Work, except as specified in Section 6.0 as GovernmentFurnished Property and Service. The cable system shall be capable of providing services to all base buildings set forth in Section B of this contract or designated by the Contracting Officer. In addition, the Government has the option to request that cable be laid to a demarcation point at Government buildings so that the Government can hookup existing Government-owned cable. This is a combined synopsis/solicitation for a firm-fixed price contract of Cable Television Outlets for organizational activities prepared in accordance with the format in FAR part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and an additional written solicitation will not be issued. This solicitation, REFERENCE NUMBER (F1CSXP30840300), is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition 97-26. The North American Industry Classification (NAICS) code is 515210 and the business size $12,500,000.00. There is no small business set-aside for this acquisition. The following contract line item(s) are being requested: 0001, 12.00 Months, approximately 400 Cable Television Outlets at a rate per outlets; 0002, 12.00 Months, Routine Maintenance to outlets and equipment involved with Cable Television Service. The Basic contract period is anticipated for the period 1 October 20003 through 30 September 2004, with four, one-year option periods and extending through 30 September 2008. NOTE: As a matter of governmental regulation of cable television services, the responsible offerors must have an approved Franchise Agreement with Peterson Air Force Base prior to proposal. The Franchise Agreement provides the terms under which the Franchise is granted a nonexclusive privilege to engage in the provision of cable television (CATV) services at Peterson AFB. The Government will award a contract resulting from this solicitation to the responsible offerors whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors, in descending order of importance, shall be used to evaluate offers: 1) Technical Requirements; 2) Price; 3) Past performance. Technical Requirements is considered the most important and shall be evaluated against the specifications set forth in this solicitation and Statement of Work. To be technically acceptable, each proposal shall be evaluated against the solicitation and evaluated as follows: Exceeds solicitation requirements shall receive a (+) rating. Meets the solicitation requirements shall receive a (0) rating. Does not meet the solicitation requirements shall receive a (-) rating. Technical Requirements will then receive an overall score of (+), (0) or (-). Price will be considered as the second most important factor. Price will be evaluated to determine its fairness, completeness, and reasonableness as it relates to the items offered. Past performance is least most important factor. Past performance will be evaluated to ensure the offeror has performed similar work, with a similar project magnitude for the past five (5) years; satisfactory business practices, timely performance and overall customer satisfaction. A complete copy of the FAR provision 52.212-3, Offeror Representations and Certifications—Commercial Items, shall be submitted with the offer. The provision at 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. An Offeror shall be registered in the Central Contractor Registration (CCR) database (see DFAR reference below or CCR website www.ccr2000.com). Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items with their quote. Other FAR Clauses apply to this acquisition, such as FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. FAR 52.252-1, Solicitation Provisions Incorporated by Reference (see website www.arnet.gov/far). FAR 52.212-2, Evaluation- Commercial Items, states the Government intends to award a contract resulting from the solicitation to the responsible offeror whose quote conforms to the solicitation that will be most advantageous to the Government, price and other factors will be considered. Therefore, the offeror’s initial quote should contain the offeror’s best terms, discounts and price quote including charges and fees. However, the Government reserves the right to conduct discussions and to further limit the competitive range for reasons of efficiency, if determined necessary by the Contracting Officer. The Government may reject any or all offers if such action is in the public interest. Quotes will be submitted in writing and signed by an individual with the authority to bind their respective company.
