Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation number is MDA410-03-Q -0075. This action will be processed using simplified acquisition procedures. The Department of Defense Education Activity (DoDEA) requires consultative services and specialized training in the use of the Human Kinetics adopted teacher resource text entitled Adapted Physical Education and Sport, Third Edition to DoDEA personnel consisting of K-12 physical education and special education teachers the week of July 7-11, 2003. Performance Work Statement: 1.0 PURPOSE AND INTENT. The Department of Defense Education Activity (DoDEA) requires consultative services and specialized training in the use of the Human Kinetics adopted teacher resource text entitled Adapted Physical Education and Sport, Third Edition. These services shall be provided by a team of four or more expert adapted physical education teacher trainers to develop and deliver a 5-day training workshop as specified below, to DoDEA personnel consisting of K-12 physical and special education teachers, at a university site in the United States with appropriate facilities and access to school age children and youth with disabilities, during the week of July 7-11, 2003. 2.0 REQUIREMENT. The contractor shall: 2.1 Provide expert consultative and teacher training services to enable all participating physical education and special teachers to gain the knowledge, skills and attitudes needed to implement adapted physical education programs for students with mild to severe disabilities. Training shall provide a hands-on practicum experiences with students with mild to sever disabilities; build on the knowledge of the adult learners, and result in the participants being able to: 2.1.1. Utilize the DoDEA Physical Education Standards and adopted materials as resources for collaborative design of quality individualized physical education instruction and assessment consistently. The primary adopted resource text to be utilized is Adapted Physical Education and Sports, Third Edition, Joseph P. Winnick, Human Kinetics. Other adopted resources utilized in the training will be: 2.1.1.1. Test of Gross Motor Development (TGMD), Second Edition, Dale A. Ulrich, ProEd. 2.1.1.2. I Can Primary Skills K-3 Second Edition ,ProEd, Janet A. Wessel, Lauriece L. Zittel. 2.1.1.3. FITNESSGRAM. 2.1.1.4. Access and apply information on the etiology and unique needs of students classified as physically, emotionally, communication or learning disabled, with the primary focus on those with information processing deficits, attention deficit hyperactivity disorder, pervasive developmental delay, autism, and other health impaired. 2.1.1.5. Apply activity and skill analysis to facilitate motor learning and skill and fitness development for students with disabilities. 2.1.1.6. Strategize for conducting screenings and assessments of specific students utilizing the TGMD and FITNESSGRAM. 2.1.1.7. Collect motor and fitness data for analysis of current levels and progressions for individual student with mild to severe disabilities collaboratively. 2.1.1.8. Set goals and write an individualized physical education program aligned to DoDEA standards proficiently. 2.1.1.9. Apply principles of quality instructional design to develop a program that: a) Is developmentally and instructionally appropriate; b) Provides sufficient practice time for development to occur; c) Utilizes a variety of teaching styles; d) Aligns instruction, learning, and assessment; e) Incorporates the use of technology and assistive devises effectively and consistently; f) Provides skill based specific feedback; g) Presents information to accommodate different modes of learning; h) Observes and adapts learning experiences to students needs; i) Utilizes assessment results to improve student learning; j) Provides opportunities for active participation and the experience of success; k) Allows for full inclusion; and l) Reinforces cognitive, motor, affective and fitness development. 2.1.1.10. Implement multiple assessment strategies, including performance tasks. 2.2 Provide training that includes a practicum lab experience where teams of participants will work together with equal numbers of students of similar ages and disabilities. Training strategies provided by the contractor shall build on the varied expertise and experience of the team members and provide authentic, practical tasks designed to emphasize the value of collaborative problem solving, shared responsibility, and consensus and team building. 2.3 If additional participants required training as determined by DoDEA by June 13, 2003, the contractor shall provide identical services to these additional participants, at the same time and at the same training site, for a cost of $1,000 per participant, not to exceed 15 additional participants and $15,000.00. 3.0 DELIVERABLES. The contractor shall deliver the following: 3.1. Daily instructional, practicum and collaborative experiences designed to meet the requirements stated at paragraph 2.0 above. 3.2. Presentation and instructional materials on CD ROM for each participant. 3.3 Varied instructional and practicum lab facilities and equipment at the university or other school site to include meeting rooms, gymnasiums, sports fields, exercise and strength training rooms, pool, adapted sports equipment, assistive devises and technology. 3.4. If facilities off campus are used, transportation will be provided by the contractor. 3.5. Housing facilities in dorm or comparable facility for each participant to include private bedroom; private or shared bath; all toiletries and linens; and access to hair dryer, iron and ironing board, TV, microwave, and coffee maker. 3.6. Meal service for all participants to include breakfast and lunch and a.m. refreshments during break times. 3.7. Contact training hours to meet the requirements of two graduate semester hours of credit in Adapted Physical Education, which would be optional, at the participant's expense, and received through DoDEA selected universities. 3.8. Four or more expert trainers with experience in developing and tailoring state-of the-art teacher training in adapted physical education. 3.9. Scheduled practicum lab sessions 60-90 minutes long. 3.10. Access to school age children and youth (students) in sufficient number and with disabilities ranging from mild to severe to engage in the practicum lab experiences with the participants. 3.11. Case studies on each "student" with data to facilitate team planning. 3.12. Exposure to new technologies and assistive devises. 3.13. Access to university fitness and recreational facilities for all participants. The following clauses/provisions apply to this solicitation through FAC 2001-12 and DCN 20030331 FAR 52.212-1, Instructions to Offerors-Commercial; 52.212-2, Evaluation-Commercial Items. A single award will be made to the responsible offeror whose offer conforms to all requirements of this solicitation and provides the lowest cost to the Government. 52.212-3, Offerors Representations and Certifications - Commercial Items, this is a "fill-in" clause which MUST be completed and submitted with the offeror's bid/quote; 52.212-4, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items; 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled and Viet Nam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Viet Nam Era; 52.232-33, Payment by Electronic Funds Transfer. The following DFARS clauses are incorporated by reference: 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders applicable to Defense Acquisitions of Commercial Items, 252.204-7004, Required Central Contractor Registration. The NAICS code is 6113310. CLIN 0001: 5 Days of training for 45 DoDEA participants, to include instructors, facilities, instruction and training materials, participant housing, meals, and refreshments IAW the Performance Work statement. CLIN 0002: Option for training additional, if requested by DoDEA by 13 Jun 03 at a cost of $1,000.00 per participant , not to exceed 15 total participants and $15,000.00. The following items shall be submitted to the address shown above, not later than 2:00 PM EST, 21 Apr 03: 1. The Quote, along with Representations and Certifications; 2.
