NAICS Code: 541519 REVISION to RFQ-DC-03-00154: This revision provides the Evaluation Criteria and extends the proposal due date from March 31, 2003 to 3:00 p.m EST, Wednesday, April 9, 2003. It also clarifies that the original synopsis is a synopsis/solicitation. No other solicitation will be released. Evaluation Criteria in descending order of importance: Best Value Demonstrated successful past performance of web audits Personnel expertise in web design and audit Plain English Expertise The type of contract is Fixed Price. Non-Profit and small businesses will be preferred, but best value will determine. Simplified acqusitions are set aside for small businesses, unless proposals are not received from qualified small businesses. The physical locations for the user groups will be determined based on proposals. It is the contractor's responsibility working with US EPA to identify the specific focus group participants. There will be no additional groups added, and it is envisioned that there will be only 1 survey instrument designed which would be the same for all groups. Estimated number of interviews is to be determined based on proposals. The content is currently on the website at www.epa.gov/compliance and must comply with all US EPA and OECA guidance. Contractor is expected to commence work immediately upon issuance of a purchase order. Your technical cost proposal must be consistent with your approved cost accounting system. No other request for proposal will be released. U.S. EPA does not intend to use the findings and recommendations of this work to build a requirements document for a site redesign. The Agency does not have any e-mail lists or existing outlets for tapping into current web audience for this study. The Agency is open to market research strategy as long as it meets US EPA objectives and is within Federal regulations and guidelines. U.S. EPA does not have a preference or requirement to use a vendor on the GSA Schedule. Title: OECA Web Site Usability Audit BACKGROUND The United States Environmental Protection Agency (US EPA) , Office of Enforcement and Compliance Assurance (OECA) is responsible for the design, content of the Enforcement and Compliance part of the EPA internet site providing the public and regulated industry information on our activities, policies and practices. We are also responsible for our site being in compliance with Agency and Federal website standards and requirements. A purchase order to conduct an overall web audit of the EPA's entire Enforcement of Compliance web site for purposes of enhancing user friendliness and usefullness to customers and make recommendations on content and design improvement. The OECA is responsible for the design, and content of the Enforcement and Compliance part of the US EPA internet site providing the public and regulated industry information on our activities, policies and practices, in addition to being in compliance with Agency and Federal Website standards and requirements. The web site is www.epa.gov/compliance. PURPOSE AND OBJECTIVE The purpose of this project is to conduct an overall audit of the EPA's entire Enforcement and Compliance web site to see how we can present one look and feel for the site which would make the site more user friendly and to determine how useful it is to various customers and make recommendations on content and design improvements. Offerors are expected to propose an approach for assessing the site. TASK REQUIREMENTS Task 1. The contractor shall propose an approach for assessing the site, conduct a preliminary assessment of the site and make initial recommendations for improvements. Task 2. The contractor shall prepare a usability survey instrument to assess the ease of the site for a limited (9 or fewer) group of users and assess more effective ways to communicate OECA's program and results. Task 3. The contractor shall prepare criteria to be used to analyze the results of the survey. Task 4. The contractor shall conduct the survey through means deemed appropriate and approved by the Project Officer. Users should be selected from the following groups of users: governments, academia, the regulated community, special interest groups, and the media. >From within the user groups users should include, to the extent possible, press, public affairs officers, compliance assistance providers and users, and inspectors. Task 5. The contractor shall analyze the results of the survey and prepare a report including a description of their methodology, findings, and recommendations to address areas identified for potential improvement. DELIVERABLES All deliverables should be submitted to the US EPA Project Officer as two (2) hard copies and an electronic version using Word Perfect Version 9. Task 1. The contractor shall deliver to the US EPA Project Officer a preliminary assessment report and recommendations for improvements within 21 days, after date of award. Task 2. The contractor shall deliver to the US EPA Project Officer for review and comment a draft survey within 21 days after date of award. The contractor shall incorporate US EPA's comments on the survey proposal within 7 days after receipt, and deliver to the EPA Project Officer, a final survey proposal. Task 3. The contractor shall deliver to the US EPA Project Officer for review and comment draft criteria to be used to analyze the results of the survey within 21 days after date of award. The contractor shall incorporate US EPA's comments on the draft criteria within 7 days after receipt, and deliver to the US EPA Project Officer a final set of criteria. Task 4. The contractor shall deliver to the EPA Project officer for review and comment a proposed list of survey participants, including identification of which user group they are in, and what their needs are for use of the OECA web site, within 45 days after award. The contractor shall incorporate US EPA's comments on the proposed list within 7 days after receipt, and deliver the final list to the US EPA Project Officer. The contractor shall deliver to the US EPA Project Officer for review and comment a proposed plan for conducting the survey within 7 days after the survey is final. The contractor shall incorporate US EPA's comments on the proposed plan for conducting the survy list within 7 days after receipt, and deliver the final plan to the US EPA Project Officer. The contractor shall conduct the survey within 30 days of development of the final plan. Task 5. The contractor shall deliver to the US EPA Project Officer for review and comment a draft report, including methodology, findings and recommendations, within 30 days of the completion of the survey. The contractor shall incorporate US EPA's comments on the draft report within 7 days after receipt, and deliver the final report to the US EPA Project Officer. Submission of Technical cost proposal should be no more than 15 pages in length using Word Perfect Version 9 or Microsoft Word. All proposals should be submitted electronically to: espinoza.patricia@epa.gov by 3:00 pm.Wednesday, April 9, 2003. All proposals received will be evaluated after April 9, 2003.
