Description
Subject: This is a Request for Information (RFI) as defined in FAR 15.201(e). This is not a Request for Proposal (RFP) and responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This request does not commit the government to contract for any product or service whatsoever. BACKGROUND: The Rocket System Launch Program (SMC Det 12/RP) is interested in the following two technologies: 1) MicroElecto Machined System (MEMS) Inertial Measurement Units (IMUs) to reduce size and cost of missile guidance systems; 2) Guidance Components for Missiles (GCM) (i.e.: rugged single board computers, I/O processors, power supplies, VME chassis) relying on more current technology than that currently in use, with the goal of reducing size and cost of guidance systems while increasing reliability and making them more applicable to multiple missions. These items have potential for our mission of reusing excess ICBM motors for orbital and suborbital launches. RSLP is currently searching for potential suppliers of these technologies for future system applications of our launch program. OBJECTIVE: US suppliers and manufacturers of these specific technologies may submit a white paper detailing their product and its capabilities. Include cost of production assets and define any development costs required to make the components flight qualified. Cost estimates are for planning purposes and will not be binding to the vendor. Submission of white paper will be accepted as an indication of interest in future dialogue but not binding to contractor or Government. WHITE PAPER INSTRUCTIONS: Interested parties should submit a white paper, limited to five (5) pages per technology, double spaced, single-sided, 8.5 by 11 inches. Marketing/product brochures may be submitted in addition to the white paper, and are not included in the 5 page limit. White papers shall be submitted in an original plus two copies, and are due no later than 14 calendar days after the publication or posting of this notice, 4:00 p.m. MDT. The Government reserves the right to review any late submissions. All materials submitted will become the property of the Government, and will be reviewed by the Government and support contractors; therefore any restrictions on submissions should be clearly identified, explained and properly marked. Proprietary information is not being solicited, but if provided, proprietary information or trade secrets should be clearly identified. The Government reserves the right, but is not obligated, to contact interested parties concerning their submissions for additional information. SMC will not pay for information provided, and is not liable for any costs incurred by the vendor in response to this RFI. The government will not reimburse contractors or responders to this notice for any costs incurred in responding, or in subsequent exchanges of information. Information submitted does not constitute a proposal, but will be considered an exchange of capabilities and ideas.
