- Description
- The Federal Highway Administration (FHWA) intends to award a cost sharing, sole-source cooperative agreement to The Qquirrh Institute (formerly The Institute for State Studies), a non-profit foundation devoted to the development of strategies to resolve public policy dilemmas resulting from new technology, located at Western Governors University in Salt Lake City, Utah. The proposed cooperative agreement is to provide Federal assistance in the form of technical resources and financial support to assist the development of the Enlibra Toolkit Project. Enlibra is the name given to a set of eight principles adopted by Western Governors' Association designed to improve environmental and natural resources management by encouraging greater participation and collaboration in decision-making, focusing on outcomes rather than just programs and recognizing the need for a variety of tools that go beyond regulation.
