Description
The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health, Department of Health and Human Services, intends to negotiate and award a sole source modification under its existing cost-reimbursement contract with SRI International of Menlo Park, CA. The contract?s current period of performance is July 31, 2000 through July 30, 2007. The contract is titled ?Safety Evaluation for Anti-Infective Therapies.? The contract number is N01-AI-05417. The award of this modification will allow the NIAID to utilize SRI?s unique toxicology capabilities to determine the preclinical safety and pharmacokinetics of various potential therapies to be used in the treatment or prevention of infections from various Category A-C Bioterrorism agents. The statement of work will be changed to increase the number of experimental therapies that the Contractor will be required to perform. In addition, a new SOW element will be added to allow the use of standard, pre-formulation and formulation principles and techniques to develop acceptable vehicles and/or formulations for systemic or parenteral delivery of experimental anti-infective agents to animal/humans. This expansion of the scope of work will not result in an extension to the contract because the work will be completed within the remaining four (4) years of the contract period. The original contract was awarded using full and open competition procedures. NIAID intends to negotiate this one-time expansion under the authority of 41 USC 253(c)(1), as set forth in FAR 6.302-1(a)(2)(C)(ii). NIAID believes that SRI International is the only source with the requisite unique extensive testing capabilities and resources to accomplish this additional effort. This is not a request for competitive proposals. However, interested parties who believe that they are capable of fulfilling this requirement may identify their interest by providing clear and comprehensive information supporting their claim (please include contact person(s) and phone number(s)). The Government will consider any such information received within 45 days of the publication date of this notice. A determination by the Government not to compete this requirement is solely within its discretion. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responses are received within 45 days, the Government shall negotiate and award this modification to SRI International. See Government-wide Numbered Note 22. No collect calls will be accepted.
