- The National Institute of Standards and Technology intends to enter into a "SOLE SOURCE" purchase order with Dr. Ashot Nazarian. This requirement is in support of technical services to perform analysis of the Thermal Behavoir of Soot agglomerataes using NIST/Process measurements Division (PMD) laser Driven Thermal Reactor (LDTR). The Government anticipates the award of a firm-fixed prices purchase order. The required period of performance will be from April 10, 2003 through September 30, 2003. The proposed requirement is for services for which the Government intends to solicit and negotiate only with one source under authority for FAR 13.106-1(b). Dr. Nazarian is the sole patent holder of the NIST laser driven thermal reactor(LDTR)and has considerable experience in operating the device and analyzing the data. All responsible source may submit a quotation which, if timely received, shall be considered by the agency. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. A Request for Quotation (RFQ) package is not available.
