Description
The National Institute of Standards and Technology (NIST) is conducting a national building and fire safety investigation of the World Trade Center (WTC) disaster. More information about NIST's investigation may be found at the NIST Web site http://wtc.nist.gov. This solicitation will contribute to completion of the objectives of Project 2, Baseline Structural Performance and Aircraft Impact Damage Analysis. Specific information for Project 2 may be found by following this link to the NIST web site: http://wtc.nist.gov/media/WTCplan_new.htm#proj2. The objectives of this requirement are to analyze the Boeing 767 aircraft impact into the North and South Towers of the WTC and estimate damage to the structural systems. The damage estimates must be consistent with the video and photographic evidence, and other verified multi-sourced observations. The scope of work for this solicitation includes two primary tasks: 1) Component Level and Approximate Analyses - to include Component Level Analyses, Simplified/Approximate Global Analyses, and Analysis of Uncertainties using Component Level and Approximate Global Analyses. 2) Global Analysis of the Impact Scenario - to include Subassembly Analyses, Global Finite Element Modeling and Analysis of Aircraft Impacts, and Analysis of Uncertainties using Global Finite Element Analysis. Details of this requirement (including the scope of work and the level of effort for each of the two (2) tasks above) will be provided in the solicitation. Multiple awards of Firm Fixed Price (FFP) commercial Purchase Orders are anticipated. FAR Part 13.5 "Test Program for Certain Commercial Items" will apply to this requirement. It is anticipated that a single solicitation will be issued on or about April 14, 2003 at www.fedbizopps.gov. The solicitation, all amendments and any questions and answers to the solicitation will be posted to FEDBIZOPPS and are totally the responsibility of the Offeror. No mailing lists will be kept and no hard copy of the RFQ will be available.
