- THIS MODIFICATION IS TO ADD COMPLETE TASK REQUIREMENTS The National Institute of Standards and Technology (NIST) intends to solicit services for both Law Enforcement and Administrative support services for the Gaithersburg and NIST North campus of (NIST), located in Gaithersburg, Maryland 20899 for the period April 14, 2003 through July 11, 2003 within the context of the following tasks: Task 1 - Operation of NIST communications systems Task 2 - Operation of NIST access control systems Task 3 - Operation of NIST CCTV systems Task 4 - Administrative processes Qualifications for all tasks; The contractor shall have been a Police Officer with any agency for The U.S. Federal, State or Local Government for a minumum of 20 years, with a minimum of 5 years service as a direct supervisor of Police Officers. Graduation is required from the Mixed Basic Police Training Program Course at the Federal Law Enforcement Training Center, or equivalent precursor course. It is anticipated that the solicitation will be issue on or about March 31, 2003 at www.fedbizops.gov. The solicitation , all amendments and any questions and answers to the solicitation will be posted to FEDBIZOPS and are totally the responsibility of the Offeror. No mailing list will be kept and no hard copy of the RFQ will be available. TASK 1 - COMPLETE FAMILIARITY WITH A DIGITAL RADIO SYSTEM AND DISPATCH PROCEDURES, ITS INTERFACE WITH THE LOCAL DEPARTMENT, AND COUNTY DISPATCHER, DURING NORMAL TRANSMISSIONS AND EMERGENCIES IS AN ABSOLUTE REQUIRMENT. FULL FAMILIARITY WITH THE NIST NON-DIGITAL RADIO SYSTEM AND COMMUNICATINS WITH OTHER NIST DIVISION STAFF ORGANIZATIONS IS NECESSARY. FULL FAMILIARITY WITH FIRE ALARM SYSTEMS, TO INCLUDE MAIN CONSOLE CONTROL STATIONS LOCATED IN POLICE OFFICE AND FIRED DPARTMENT, AS WELL AS WITH ALL BUILDING LOBBY CONTROLS STATIONS. FULL FAMILIARITY WITH THE USE AND OPERATION OF WASHINGTON AREA WARNINGS AND ALERT SYSTEM (WAWAS). FULL FAMILIARITY WITH EUDORA OR SIMILAR EMAIL SYSTEM AND ROLM TELEPHONE SYSTEM TASK 2 FULL FAMILIARITY WITH SIMPLEX PHYSICAL SECURITY ACCESS CONTAOL SYSTEM OR COMPARABLE SYSTEM IS NECESSARY, ACCESS POLICY, AND INFORMATION INPUT/OUTPUT PROCEDURES. EXP. WITH A CARDKEY PHYSICAL SECURITY ACCESS CONTROL SYSTEM OR SIMILAR SYSTEM IS NECESSARY, ACCESS POLICY, AND INFORMATION INPUT/OUTPUT PROCEDURES. TASK 3 FULL FAMILIARITY WITH A CCTV SYSTEM AS WELL AS THE LORONIX DIGITAL CCTV INTERFACE SYSTEM TASK 4 CONTRACTOR MUST HAVE EXPERIENCE WITH THE RECORDING OF OFFICIAL POST ASSIGNMENT ACTIVITIES BE ABLE TO EARN AND USE WITH CRIMESTAR COMPUTER PROGRAM FOR THE RECORDING OF LOG ENTRIES AND INCIDENT REPORTS EXPERIENCE IN THE USE OF PC WORKSTATION AND PROGRAMS IS REQUIRED.
