Description
This is the second of two Sources Sought Notices requesting information nedded by the Government prior to the release of any potential solicitation. PLEASE READ THIS ENTIRE SYNOPSIS. OFFERORS MUST RESPONS TO THE QUESTIONS CONTAINED IN THIS SYNOPSIS. The United States Department of Agriculture, Natural Resources Conservation Service (NRCS)is planning a Direct Conversion with cost Comparison Study of Soil Conservation Technician services at 18 to 21 NRCS offices throughout Pennsylvania two to three contracts may be awarded. These services are currently provided by Government personel. This is NOT a request for proposals and in no way obligates the Government to award a contract. Prospective offerors are advised that a contract may not be awarded if the cost of contract performance is determined to be greater than the cost of in-house performance of Government personnel. The North American Industry Classification System (NAICS) Code is 541990, "All Other Professional, Scientific and Technical Services". Prospective Offerors will provide personnel to serve as technical members of interdisciplinary natural resources teams that are compiled for specific projects or to perform individual projects as assigned. Indivdual tasks may be small in scope such that a single individual performs them or larger where group performance is required. As such the offeror will be responsible for the management of the work, technical supervision, and quality control of the work. Assigned tasks will be consistent with the designated complexity of the work. Certain tasks to be perfomed are listed below. The listing is incomplete. Full details of the work requirements will be in the Performance of Work Statement included as a part of the solicitation. The contractor shall develop plans for conservation practices, including analysis, layout, design ,and assistance with the details of implementation. The installed practices must meet established NRCS criteria, requiring the contractor to perform field investigations, surface and subsurface soils investigations, drainage pattern identification, vegetation identificatiion, and existing land use documentation. Analysis, preparation of recommendations, and the formulation of solutions shall be provided for the implementation of agricultural waste mitigation and minimization practices. The offeror shall gather soils and topographic information and analyze planned urban runoff to determine existing and future drainage patterns in developing resource protection measures in these urban areas. The contractor shall actively communicate with other Federal, State and local agencies and with non-governmental conservation organizations to foster coordination in joint efforts to preserve and protect natural resources. Installed conservation practices shall be inspected to insure that work was performed in accordance with the approved design. The contractor will prepare and conduct conservation education programs to the public in which NRCS goals, policies, and programs are presented. He shall provide conservation expertise and recommendations for local community projects performed by organizations promoting natural rresource conservation. In addition, please specify the following based on NAICS 541990: (1) Is your business large or small? (2) If small, does your firm qualify as a small, emergent business, a small disadvantaged business, a veteran-owned small business or a service-disabled veteran-owned small business? (3) If you area disadvantaged business, specify under which disadvantaged group, and whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified Hubzone small business? (5) Is your firm a woman-owned small business? All prospective offerors must use email only to respond to this synosis. No solicitatiion exists at this time. The solicitation will be made available on the Federal Business Opportunities site when it is released A solicitation will be released on approximately April 21, 2003.
