Description
The Acquisition Management Branch, Management Services Division of the USDA Farm Service Agency is seeking contractors who currently hold GSA MOBIS schedule contracts in FSC Group 874-1 who have the background and expertise to perform procurement office support, to include but not be limited to the following: Knowledge of Federal, departmental, and agency laws, regulations, and procedures applicable to the acquisition process and to the administration of contracts; knowledge of and experience with various contract types, to include but not be limited to, fixed-price, fixed price with award fee, and cost plus incentive fee; ability to develop selection factors for negotiated procurements and acquisition strategies for complex requirements; knowledge of processes for negotiated procurements, to include but not be limited to source selection procedures, sole source contracts, sole source 8(a) contracts, and competitive 8(a) contracts; knowledge of contract administration principles and the practices to monitor contractor performance and resolve issues; and ability to perform cost/price analyses of contractor proposals. The contractor will provide support services in the Acquisition Management Branch. These services shall include assistance in pre-solicitation/pre-award document preparation, source selection, and contract management/administration support for contracts assigned. The contractor shall be able to perform the following: 1) Pre-award: Assist in the development and execution of approved acquisition strategies; prepare pre-solicitation documentation applicable to negotiated procurements ensuring that all current applicable clauses are incorporated and laws, regulations, and policies are followed; prepare Commerce Business Daily announcements for issuance by the Contracting Officer; assist in the development of evaluation criteria, source selection plans, and award fee plans; process amendments to solicitations; support pre-proposal conferences; assist in the evaluation of proposals; provide support to past performance and cost evaluation teams; coordinate audits by the Defense Contract Audit Agency and technical reports from members of the applicable personnel; prepare pre-negotiation objectives and price negotiation memorandums for review by the Contracting Officer; assist in the preparation for discussions/communications with offerors; assist in the preparation of source selection material and subsequent reports; assist in the preparation of draft briefings to the Source Selection Authority; and assist in the debriefing of offerors. 2) Post-award: Track contract milestones and status; develop and maintain databases to track contract status and to provide a management information system; prepare contractual documentation for contract modifications to include option exercise and administrative and technical changes; prepare draft correspondence; follow-up on contract issues and provide recommendations and status to the Contracting Officer; prepare contracts for close-out; conduct periodic visits to the site; prepare documents for approval; participate in Government meetings; and provide advice, recommendations, research, and analysis. The contractor shall not: approve, decide, or sign as a Contracting Officer; accept or reject supplies or services; determine disposal of Government property; determine cost reasonableness, allowability, or allocability; vote on a source selection board; supervise government personnel; direct either contractor or Government personnel; approve Government requirements or plans; or determine policy. FSA is performing a sources sought synposis to determine the number and quality of contractors available under MOBIS to perform this work, which is equivalent to GS-1102 and GS-1105 job classifications. Based on the responses provided by the schedule holders, a solicitation may or may not be issued.
