Description
The U.S. Coast Guard has decided not to set aside the acquisition for drydock repairs of the USCGC ACACIA (WLB-406) for HUBZone or Small Business concerns, because only one HUBZone and one Small Business concern complied with the requirements of the sources sought synopsis?s. The solicitation and specifications will be issued electronically at www.Fedbizopps.gov on or around April 15, 2003. Proposals will be due around May 15, 2003. All responsible sources large and small, may submit an offer, which shall be considered by the United States Coast Guard. Provide all labor, material and equipment necessary to perform drydock repairs including but not limited to the following Base Items: (1) Remove, Inspect, and Reinstall Propeller Shaft, (2) Disassemble and Inspect Thrust Bearing, (3) Remove, Inspect, and Reinstall Propeller, (4) Preserve Transducer Hull Rings, (5) Renew Duplex Sea Strainers, (6) Remove, Inspect and Reinstall Rudder Assembly, (7) Overhaul and Weight Test Shipboard Davit Crane, (8) Overhaul Anchor /Windless Assembly, (9) Overhaul Warping Capstan Assembly, (10) Disassemble and Inspect the Bow Thruster, (11) Overhaul Anchor and Anchor Chains, (12) Overhaul Warping Winch Assembly, (13) Preserve Underwater Body, (14) Preserve Buoy Deck, (15) Provide Temporary Messing, (16) Provide Temporary Berthing, (17) Provide Temporary Logistics, (18) Routine Drydocking, (19) Renew Scuttle, (20) Renew Non-Tight Door, (21) Preserve Bilge Surface in Engine Room, (22) Replace High Fuel Oil Suction Valves, (23) Preserve Main Mast, (24) Preserve Fan Tail Deck, (25) Preserve Chain Lockers, (26) GFP Report. Option Items include but are not limited to the following: (1) Welding Repairs, (2) Minor Repairs to Bow Thruster Propeller, (3) Provide Additional Temporary Messing and Berthing; (4) Provide Additional Temporary Logistics; (5) Composite Labor Rate; (6) Laydays. Vessel's homeport is located at City Dock, Charlevoix, MI 49720-9999. The vessel is a 180 Foot Sea-Going Buoy Tender. Vessel's availability is for 56 calendar days starting August 11, 2003. This vessel is geographically restricted to the Great Lakes. All work will be performed at contractor?s facility. Orders for U.S. Coast Guard specification reference drawings must be placed within ten (10) days from the solicitation issuance date. There will be a non-refundable charge of $150.00 required in the form of a certified check or money order payable to the U.S. Coast Guard, MLCA, for a set of hard copy drawings. Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be provided free of charge. The CD-ROMs) contain WINDOWS compliant raster/vector formats (e.g. *.TIF, *.TIF (group4), *.DWG, and *.DWF, etc.) All other referenced documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, Virginia. Funds are available for this procurement. All Businesses, large and small, are encouraged to submit bids for the subject requirements. This notice is for information purposes for Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU) has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
