Description
The United States Coast Guard, Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for Dry-Dock and repair to the USCGC LINE (WYTL-65611), a 65 foot Harbor Tug. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Best Value, Request for Quote (RFQ), on or about April 14, 2003 with quotes due on or about April 28, 2003. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPS) web page at www.eps.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail if requested. Send all request via e-mail to awoodley@mlca.uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. FEDBIZOPS also contains an optional automatic notification service. The standard industrial classification code is 3731 and the NAICS is 336611. The acquisition will be solicited small business set-aside. The homeport of the vessel is Bayonne, NJ. All work will be performed at the contractor?s facility. The performance period will be 42 days with a start date on or about August 4, 2003. The scope of the acquisition is for the dry docking, overhauling, cleaning and repairing of various items aboard the USCG LINE (WYTL-65611). The work will include, but is not limited to: weld repairs; flat plate renewal; clean diesel oil tanks; remove and dispose of fuel; clean sewage and grey water collection and holding tanks; preserve sewage and grey water collection and holding tanks; minor coating repairs, sewage holding tank; preserve sewage holding tanks; remove, inspect, and reinstall propeller shaft; government furnished shaft inspection; renew shaft covering; straighten shaft; renew water lubricated shaft bearings; renew propeller shaft sleeves; renew stern tube sleeve; renew strut sleeve; renew stuffing box sleeve; remove, inspect, and reinstall propeller; perform minor repairs and reconditioning of propeller; clean and test MDE grid cooler; preserve tranducer hull ring; overhaul and renew valves; remove, iinspect and reinstall rudder assembly; renew rudder upper carrier bearing assembly and seals; renew rudder lower bearing assembly; renew rudder pintle bearing assembly; inspect various deck fittings; preserve weather decks; preserve underwater body; renew draft figures; preserve freeboard; renew cathodic protection; provide temporary messing and berthing; provide temporary logistics; routine drydocking; overhaul steering gear system; inspect berthing frames and shell plating; renew hand rails and stanchions; renew T-bar; preserve bilge surfaces in lazarette; preserve bilge surfaces in sewage voids; preserve bilge surfaces in main hold; preserve bilge surfaces in port and starboard voids; preserve lazarette vermiculite. Provide logistics to tug for systems that are affected during drydocking such as protective deck covering material, storage, lights, power, telephones, toilets and showers. Trained welders who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. The following Geographic Restriction applies to the tug: No open water transits. Restricted to the Hudson River and Jamaica Bay.
