- Dear Potential Offerors, The purposes of this amendment are: (A) to append a DRAFT (?work in progress?) version of the USAID/Mongolia Strategic Plan for 2004-2008 as part of an ongoing effort to ensure prospective offerors with a potential relevant source material that might be useful in responding to this solicitation. This document is labeled as ATTACHMENT 10. Kindly download the document entitled "Attachment 10 to RFP438-03-003". Please note that this draft strategy has NOT been submitted or approved by USAID/Washington. However, it is being circulated for comments among interested development partners, other donors, counterparts and other interested parties in Mongolia in an attempt to ensure an inclusive strategy development process. (B) to insert the following paragraph in Section M.2, Evaluation Criteria: ?Pursuant to FAR 15.101-1, Trade Off Process, all evaluation factors other than cost and price, when combined are significantly more important than cost or price.? (C) In Section C.d(2), to delete ?(2) Other long term staff? so that the ?Competitiveness Specialist? and ?Energy Specialist? are also classified as Key Personnel. (D) to invite all potential offerors to attend a pre-award conference to be held at the Chingghis Khan Hotel in Ulaanbaatar, Mongolia at 3 PM on Wednesday, April 9, 2003.
