Description
UNICOR, FEDERAL PRISON INDUSTRIES intends to enter into a five (5) year firm fixed price requirements type contract for Budget Task Seating kits to be delivered FOB destination to several UNICOR locations. UNICOR is looking for a seating line we can sell to our customers for under $100.00. The Budget Task Seating line shall consist of the Task Chair with arms, Task Chair without arms, and a Side chair. The solicitation number is FN1138-03 and this solicitation is issued as a Request for Proposal (RFP). Delivery will be 5 days after receipt of order for the FEDFAST Program. The FEDFAST Program is a new program UNICOR has introduced to ship products to our customers within 48 hours. Period of performance is date of award through five (5) years thereafter. Offerors are required to propose a consignment program which will be considered if determined to be advantageous to the Government. Offerors are required to submit sample chairs at the oral presentation for review by the technical team. Variation by quantity +/- 0%. Offerors will be evaluated on the following criteria: Technical, Past Performance, and Pricing. Offerors are advised that the Government intends to evaluate offers and award on an all or none basis. This is a best value procurement. Solicitation will be available on our website at www.unicor.gov on or about October 28, 2002. Offerors for the Budget Task Seating must have a proven track record in the manufacturing of seating which shall consist of a minimum of 2 years of active production experience. In addition, offerors manufacturing facilities should be ISO 9001 certified and all processes involved in the seating lines production should be completely documented. Budget Seating should have a minimum structural integrity of 10 years. Seating line shall have at a minimum a 5 year parts and durability warranty. Offerors shall provide consignment inventory for UNICOR factories to be maintained at contractor site. The Budget Task Chairs must be offered in the following arrangements at a minimum: Upholstered, with and without arms and side chair. COMPONENT MINIMUM SPECIFICATIONS- All components must meet appropriate ANSI/BIFMA X5.4 Latest Revision Seating Tests: (See List) 5 BACK STRENGTH TEST -HORIZONTAL 6 BACK STRENGTH TEST - VERTICAL 7 BACK DURABILITY TEST - CYCLIC - HORIZONTAL 8 BACK DURABILITY TEST - CYCLIC - VERTICAL 10 ARM STRENGTH TEST - vERTICAL (if applicable) 11 ARM DURABILITY TEST - CYCLIC HORIZONTAL (if applicable) 12 ARM DURABILITY TEST - CYCLIC VERTICAL (if applicable) 13 SEATING IMPACT TEST - CYCLIC 14 DROP TEST 15 STRUCTURAL DURABILITY TEST 17 LEG STRENGTH TEST - FRONT AND SIDE LOAD 18 UNIT DROP TEST 22 STABILITY TEST UNICOR reserves the right to vertically integrate including the manufacture of any chair components or subcomponents. This seating line will become part of FPI?s office seating line. As such it is critical that these chairs offer a marketable combination of price, aesthetics, comfort and features. The chairs should successfully blend the following characteristics: maintain a family appearance between the chairs since in many cases a customer may have a variety of FPI seating products in one office, attractive and contemporary with today?s design, features and adjustability, compliment FPI existing seating products lines, offer long term comfort since these chairs may be used as the primary chair of the work day, price point shall be such that FPI can retail the highest chair for under $100.00, mechanisms shall be judged on ease of adjustment, , and range of adjustment, operational noise, range of adjustment, industry warranty or better warranty terms for replacement or defective components, meet or exceed industry standard for construction and adjustability, and the ability to maximize common components (sku?s) to minimize required inventory, and facilitate ease of manufacturing, etc. Offeror must complete the solicitation package in its entirety. Additional information and specifications will be provided in solicitation document. All responsible offerors may submit an offer which will be considered.
