Description
NA On or about 14 April 2003, this office will issue Request for Proposal for the Design/Build of the Main Fire Station at Fort Carson, CO. Proposals will be accepted on or about 16 May 2003. SOLICITATION OF COMPETITIVE PROPOSALS WILL BE RESTRICTED TO 8(A) FIRMS FROM SMALL BUSINESS ADMINISTRATION REGION VIII (NORTH DAKOTA, SOUTH DAKOTA, WYOMING, MONTANA, UTAH AND COLORADO). Contractors interested in inspecting the site of the proposed work should contact the Fort Carson Resident Engineer, U.S. Army Corps of Engineers, 803 Tevis Street, Bldg. 304 Fort Carson, CO 80913, Telephone: (719) 5265448. FAX (719) 526 5365. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See ?Ordering? below. The work will include the following: (Approx. quantities) The new Main Fire Station will be a Design/Build project incorporating quality and state of the art fire protection for the Post. The new facility will be designed and constructed to address fire-fighting activities, adequate housing for fire fighters, adm inistrative functions, fire-fighting equipment, and required technical training. The Main Fire Station is to be designed and constructed to approximately 17,000 gross square feet. The facility will include the following activities: Common Support, to include vestibules, waiting area, break room, conference room, storage, electrical/UPS rooms, communications rooms, mechanical rooms, generator room, corridors, janitor closet, stairs, and mezzanine. Administrative Areas, to include secretary/receptionist, 911 supervisor and dispatch center offices, 911 communications room, 911 toilet, chie f fire inspector, fire inspector's suite, fire chief's office, shift leaders office, and fire chief/shift leader dorm room and toilet. Operations Areas, to include apparatus bays, pressure washing equipment rooms, breathing apparatus recharging room, fire gear cleaning room, disinfection/EMS/decontamination room, wet and dry chemical fire extinguisher room, and storage rooms. Operations area support spaces for personnel include dorm rooms, toilets and lockers, physical training facilities, kitchen, dining r oom, refrigerator/freezer room, pantry, library/crew meeting room, recreation area, day room, laundry room, captain?s offices and dorms, library/crew meeting room. Site work includes sidewalks, parking, exterior lighting and landscaping. HVAC, electrical , communications and integration of the existing base wide reporting system adapted to the new main fire station. Submittal and Evaluation Criteria: Technical acceptability and lowest price will be the determining factors for award of this project. The Offeror will be asked to supply the following criteria for evaluation under this Design/Build solicitation: ? Design Experience ? Construction Experience ? Key Construction Personnel Qualifications and Experience ? Subcontractor Experience ? Past Performance, Construction Firm/Design Firm ? Pricing The estimated deign and construction cost of this project is between $2,500,000 and $5,000,000. Contractor's Quality Control will be a requirement in this contract. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work (design and construct) in 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of fai lure to complete the work in the time allowed. Performance and payment bonds will be required. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed har d copy format.
