- Description
- NOTICE OF CONTRACT ACTION (NOCA) for the Operation and Maintenance of the White Sands Support Facility (WSSF) and the telemetry and security support of the North Area Avionics Test Site (NAATS). The 586th Flight Test Squadron of the 46th Test Group at Holloman AFB, New Mexico intends to issue a competitive Request for Proposal (RFP) for the Operation and Maintenance of the WSSF and the telemetry and security support of the NAATS. This acquisition will be unrestricted, i.e., full and open competition. The North American Industry Classification System (NAICS) code is 561210, and the size standard is $6 Million. Using FAR Part 15 procedures, the government intends to award one contract resulting from this solicitation to the responsible offeror whose proposal conforms to the solicitation requirements and will provide the best value to the government considering mission capability, past performance and price. The overall contract type will be Cost Plus Award Fee (CPAF). The effort will be for telemetry and security support activities at the NAATS consisting of buildings 1020, 1022, 1026, and 923 located on Holloman AFB, New Mexico; and operation and maintenance of the WSSF consisting of one building located on White Sands Missile Range, New Mexico. Requirements include the responsibility for operational and administrative security, operation and maintenance of test facilities, execution of test support activities, and applicable janitorial/custodial maintenance. A two-year basic contract with three one-year options beginning FY04 is contemplated. This will be a web-posted solicitation. The solicitation will be posted on the Federal Business Opportunities website at http://www.fedbizopps.gov on or around 23 April 2003. The government will not distribute hard-copy solicitations, attachments, exhibits, or amendment documents. Subsequent amendments to the solicitation, if any, will be promulgated via the Federal Business Opportunities website. Prospective offerors are responsible for checking the referenced website early and periodically for the solicitation and any solicitation amendments. Prospective offerors should not expect notification that any amendment has been issued.
