- Description
- Headquarters Air Force Weather Agency at Offutt AFB, NE, has a requirement for the direct conversion (using Office of Management and Budget Circular A-76 procedures) of the Data Assurances & Distribution Branch Offutt AFB, NE. The branch populates meteorological databases used to produce weather products in support of real-time operational requirements of DoD, Air Force, and Army warfighters. To accomplish these responsibilities, the Data Assurances & Distribution Branch provides software technical services and engineering support for the development, implementation, and maintenance of scientific computer programs that decode and meteorologically validate more than 1,500,000 worldwide weather observations daily at the Air Force Weather Agency. Software support includes but is not limited to: engineering, system design, programming, testing, and documentation support for customer baseline change requests. Software technical support includes but is not limited to: system maintenance, response to problem reports generated by system users and those made necessary by technology, hardware and system updates; and to provide analysis of data flow. Tasks include but are not limited to, software development and maintenance, project management, end-user training, 24/7 on-call support. The estimated quantities of work are listed in Appendix A of the Performance Requirements Document (PRD), which will be posted with the Request for Proposal (RFP). The procurement is within North American Industry Classification System code 541511 (size standard - $21M) and the guidelines of FAR Part 12, Acquistion of Commercial Items. The RFP (F25600-03-R-0015) will be released on or about 14 April 2003. Proposals will be due on or about 15 May 2003. Award is anticipated in September 2003. This will be a fixed price, indefinite delivery/indefinite quantity contract. It will include a one-year base period with four option (12 month) periods. A Site Visit/Pre-Proposal Conference is tentatively set for 7 May 2003. Attendance must be limited to two individuals from each potential offeror.
