Description
The Federal Aviation Administration, Mike Monroney Aeronautical Cente= r (MMAC), 6500 S. MacArthur Blvd., Oklahoma City, OK, is adding to its Qual= ified Vendors List (QVL) used for FAA procurements for the manufacture of m= odification kits. These modification kits are used primarily in navigation= al aids, communications, radar, weather, and environmental areas in support= of the National Airspace System (NAS) equipment to improve the safety and = system/equipment reliability and supportability. To be considered for incl= usion on the QVL, the following minimum qualification requirements of this = initial Screening Information Request (SIR) must be met. Existing QVL vend= ors do not need to respond to this announcement other than to express an in= terest in remaining on the QVL. (A) The QVL is 100 percent set aside for small business concerns. The FAA = Acquisition Management System defines a small business as, =E2=80=9C... a b= usiness, including it=E2=80=99s affiliates, that is independently owned and= operated and not dominant in producing the products or performing the serv= ices being purchased, and one that qualifies as a small business under the = Federal Government=E2=80=99s criteria and North American Industry Classific= ation System (NAICS) size standards.=E2=80=9D For this procurement, vendor= s must be classified as a small business under NAICS code 334511 (750 emplo= yees). Vendors shall complete and submit the Business Declaration Form (At= tachment 1) with required documentation. (B) Vendors must have a manufacturing facility located within a 50-mile rad= ius of MMAC at time of this announcement. The address of the manufacturing= facility shall be provided at time of submission of documentation. This r= equirement is for the purpose of providing technical guidance, monitoring m= anufacturing processes, witnessing factory tests, monitoring packaging proc= edures, and identifying potential problem areas in a timely manner. (C) Vendors shall submit a description of their capability to meet the foll= owing seven criteria: (1) Technical Documentation - supplier catalogs and/o= r internet access for research and acquisition of supplies and materials; (= 2) Manufacturing Capabilities - fabrication and manufacturing capabilities;= (3) Test Capabilities - equipment needed to provide power to circuit input= s and measure resultant outputs of fabricated mechanical, electrical, and e= lectronic items; (4) Packaging and Labeling Capabilities - equipment and ma= terials needed to meet FAA packaging and labeling requirements as found in = ASTM-D-3951, ASTM-D-4169, and MIL-STD-129; (5) Quality Control - quality co= ntrol system that complies with FAA-STD-013d, Quality Control Program Requi= rements (Attachment 2); (6) Logistics and Inventory - sufficient space for = receiving, assembly, storage, and shipping of modification kit parts and su= pplies; and (7) Software and Firmware - capability in-house or have sources= for software and firmware needs. This documentation is limited to a maxim= um of three pages for all seven criteria.=20 To receive consideration, all documentation required in the previous paragr= aphs must be provided, along with a name and telephone number of a point of= contact, to the following address: FAA/MMAC, P.O. Box 25082, Oklahoma Cit= y, OK 73125, Attn: Cheryl Martin, AMQ-210, with reference made to Qualifie= d Vendors List File #36-1, by April 25, 2003. If required, a subsequent SI= R will provide further qualification criteria to enable the FAA to evaluate= and then down-select vendors for the QVL. The FAA reserves the right to l= imit the number of vendors selected for the QVL. Data submitted that is fo= und to be false will result in permanent removal from consideration for thi= s QVL. Incomplete packages will be disposed of without further action by t= he contracting officer unless an inadequate number of responses are receive= d. The FAA reserves the right to conduct an on-site survey with companies inte= rested in this requirement. Special consideration may be given to woman-ow= ned small businesses and service-disabled veteran small businesses for part= icipation in the QVL. Re-establishment of this QVL will be a unilateral decision of the FAA and w= ill be reviewed annually. The FAA reserves the right to include additional= vendors on the QVL and to pre-qualify existing vendors in good standing. = The decision to remove a vendor from this QVL will be based on performance = and the ability to be competitive.
