Description
The Centers for Medicare & Medicaid Services (CMS) is seeking to identify qualified firms for a contract to be issued no later than September 30, 2003, for the administration and assignment of National Provider Identifiers (NPI) to health care providers and plans by utilization of the National Plan and Provider Enumeration System (NPPES). The North American Industry Classification (NAIC) Code applicable to this proposed action is 514210. The administrative simplification provisions of the Health Insurance Portability and Accountability Act (HIPAA) of 1996 (P.L. 104-191) require the Secretary of Health and Human Services to adopt a national standard identifier for health care providers for use in the health care industry and adopt a standard unique national identifier for health plans for use by health plans, health care clearinghouses, and covered health care providers. The NPPES is the computer system that will be used to uniquely identify health care providers and plans, assign them NPIs/NPlanIDs, update their information, and disseminate data to the industry. The Notice of Proposed Rule Making (NPRM) that would establish the NPI as the standard, unique provider identifier was published in the Federal Register on May 7, 1998. The preamble of the NPRM included discussions on how providers would get NPIs, what system would generate the NPIs, what information was needed to assign NPIs, what information would be disseminated from the system and to whom. It also included requirements needed by health plans, health care providers, and health care clearinghouses regarding the NPI, what impact the NPI would have on those entities, what uses could be made of the NPI, and the cost of building and maintaining the enumeration system, enumerating providers and keeping their data current. The NPRM stated that NPIs would be issued by one or more organizations known as ?Enumerators?. It is anticipated that CMS will determine that one Enumerator is the most efficient and effective approach. This NPPES system has already been created by AMS and will be provided by CMS to the firm that will be awarded the contract for this work. AMS will be responsible for maintenance on the system until the NPI/NPlanID contractor is fully implemented. The Enumerator would carry out a number of functions, including, but not limited to, entering identifying information about a health care provider into the NPPES; notifying a health care provider that applies via paper application of its NPI; and assisting providers with questions or problems, including those providers applying for NPIs via the internet. The NPPES will edit the data, check for consistency, formatting addresses, and validating Social Security Numbers. The NPPES will also search the database to determine whether the health care provider already has an NPI. Specific requirements of the proposed contract effort considered necessary for successful performance are: 1. The first phase of the contract would involve the following activities, taking place between contract award and July 30, 2004: (1) Staffing ? acquiring the necessary staff to accomplish the contract requirements; (2) Equipment ? acquiring the necessary equipment (e.g., telephones, PCs, T1 lines) to accomplish contract requirements; (3) Space ? acquiring building accommodations necessary to house staff and equipment; (4) Training ? establishing desk procedures and training staff in the use of those procedures; facilitating the training of staff on the NPPES, including setting up a training facility for initial training and training of new staff on an ongoing basis (the NPPES training will be furnished by CMS staff and/or another contractor in April, 2004?each user will receive a User?s Manual); (5) Unique Physician Identification Number (UPIN) load ? CMS will load UPIN data from the registry into the NPPES in May, 2004, in an attempt to accomplish a bulk enumeration of the physicians enrolled in the Medicare program. The Enumerator shall be responsible for printing and mailing notification letters to physicians, and handling inquiries from physicians or physician staff. The number of physicians enumerated in this manner is expected to be approximately 600,000; (6) Enumeration of new provider applicants ?The number of applicants for the initial period of July 1, 2004-July 30, 2004 is expected to be approximately 200,000. CMS estimates approximately 100,000 applications to occur via paper applications, and 100,000 via the web. (7) Updates of provider data ? CMS anticipates little activity for the 1-month period when providers will be able to make changes to their data and (8) Handling of provider inquiries. CMS anticipates a heavy volume of inquiries at the start of the project, with most involving requests for application forms. 2. The second phase of the contract would involve ongoing enumeration of health care providers, taking place between August 1, 2004 and February 28, 2005. The number of applicants for this period is expected to be approximately 1,000,000. CMS estimates approximately 460,000 applications to occur via paper applications, and 540,000 via the web. CMS estimates approximately 40,000 updates to provider data in this period, with approximately 16,000 occurring via paper application and 24,000 via the web. 3. The third phase of the contract involves ongoing enumeration of health care providers, taking place between March 1, 2005 and September 30, 2005. The number of applicants for this period is expected to be approximately 1,250,000. CMS estimates approximately 500,000 applications to occur via paper applications, and 750,000 via the web. CMS estimates approximately 200,000 updates to provider data in this period, with approximately 60,000 occurring via paper application and 140,000 via the web. 4. The fourth phase of the contract involves ongoing enumeration of health care providers, taking place between October 1, 2005 and September 30, 2006. The number of provider applicants for this period is expected to be approximately 1,250,000. CMS estimates approximately 500,000 applications to occur via paper applications, and 750,000 via the web. CMS estimates approximately 300,000 updates to provider data in this period, with approximately 90,000 occurring via paper application and 210,000 via the web. An optional task is included in this phase to begin the enumeration of health care plans with NplanIDs. The number of health plan applicants for this period is expected to be approximately 1,250,000. CMS expects approximately 500,000 applications to occur via paper applications, and 750,000 via the web. CMS estimates approximately 300,000 updates to provider data in this period, with approximately 90,000 occurring via paper application and 210,000 via the web. 5. The fifth phase of the contract involves ongoing enumeration of health care plans and providers, taking place between October 1, 2006 and September 30, 2007. The number of provider applicants for this period is expected to be approximately 1,250,000. CMS estimates approximately 500,000 applications to occur via paper applications, and 750,000 via the web. CMS estimates approximately 500,000 updates to provider data in this period, with approximately 150,000 occurring via paper application and 350,000 via the web. The number of health plan applicants for this period is expected to be approximately 1,250,000. CMS estimates approximately 500,000 applications to occur via paper applications, and 750,000 via the web. CMS estimates approximately 300,000 updates to provider data in this period, with approximately 90,000 occurring via paper application and 210,000 via the web. 6. Other tasks include: (1) Develop and Maintain Project Work Plan and Perform Monthly Status Reporting; (2) Processing NPI Applications; (3) Verification of NPI Applications; (4) Customer Service and Feedback; (5) Dissemination of the NPI/Update of Provider Information; and (6) Training. Key Personnel should include: (1) Project Manager; (2) Business Analyst; (3) System Liaison; and (4) Quality Assurance/Quality Control Specialist. At this time, CMS is seeking to learn information about the number of potential qualified sources available to perform the tasks described above. All potential sources must document their technical capability, management capability, background, past experience and performance of a contract(s) for the same or similar requirements set forth in this notice. The response should be limited to 10 pages or less and must be received within 15 days from the date of this notice. In addition to identifying appropriate capabilities as described above, responses shall include organization name and address, as well as a point of contact to include email address and telephone number.
