Description
The U.S. Department of Commerce/NOAA intends to negotiate on a noncompetitive basis with Simulation Concepts, Incorporated, Oakton, VA to acquire contract support in the Integrated Flood Observing and Warning Systems (IFLOWS). Specifically, the Government requires that the contractor support amendments to custom software designed by the vendor to support IFLOWS data acquisition. The software contains algorithm for Automated Local Evaluation in Real Time (ALERT) data pattern recognition and custom interfaces to National Weather Service systems. The contractor must have the ability to process ALERT data from multiple (>100) serial ports; have high capacity database capability (Oracle, MySQL); and have built-in open-source, web based GIS. This is being acquired to provide additional functionality and enhancements to software currently utilized in the IFLOWS processing facility. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the aforementioned requirements. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis in order to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. A fixed-price, purchase order is contemplated for this effort. Affirmative written responses must be received no later than 15 days after publication of this synopsis. See Note 22.
