- ISSUE DATE: 03/20/03. This is a combined synopsis/solicitation. No other announcement will be made. Contractor shall provide all labor, materials, equipment, transportation, supervision to perform all professional legal services as described herein. The professional legal services shall include completing a full title search for each individual site necessary to produce a complete abstract of title for each of the subject properties, and; a final certification of title by a duly authorized attorney at law qualified to certify sufficient legal title. It shall be the responsibility of the title company to complete a full title search including but not limited to searching all courthouse land records. The search will also reveal any liens, judgments, mortgages, taxes, leases, licenses, easements and any other recorded items connected to the property. LOCATION: Multiple U. S. Coast Guard Lighthouses (75) located in the First Coast Guard District. See below for locations. REQUIRED DELIVERABLES: FULL ABSTRACT OF TITLE: A complete chronological listing of each and every Grantee and Grantor, all liens, judgments, mortgages, taxes, leases, licenses, cessions, easements and any other recorded items connected to the property. The report shall include copies of each real property document (including deeds, easements, cessions, licenses, leases, etc.) and shall be on bond letter (8.5 x 11) sized paper. The contractor shall supply one copy GBC bound and one copy unbound/jacketed/no staples: FINAL CERTIFICATE OF TITLE: A final certification of title signed and certified by a duly authorized attorney at law qualified to certify sufficient legal title. The certificate shall be on bond letter (8.5 x 11) sized paper, with original signatures. The document shall be supplied unbound and without staples. Anticipated delivery date is thirty to sixty days after award of contract. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Federal Acquisition Regulations Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation number is DTCGG1-03-Q-3WK094 and is issued as a Request For Quotations (RFQ). The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2001-12. This acquisition is 100% set aside for small business. The applicable NAICS code is 541191 and the small business size standard is $6.0 million. The provision at FAR 52.212-1, Instruction to Offerors Commercial, applies to this acquisition and is incorporated by reference. Quoters shall include a completed copy of the provision at FAR 52.212-3, Offerors Representations and Certifications-Commercial Items with their quote. The clause at FAR 52.212-4 Contract Terms and Conditions-Commercial Items, and the clause at FAR 52.212-5 Contract terms and Conditions required to Implement Statutes or Executive Order-Commercial apply to this acquisition. The provision at FAR 52.212-2 Evaluation-Commercial Items applies to this solicitation. This is a best value procurement. Price and past performance will be evaluated equally.
