Description
The Library of Congress has a requirement for the following: PART I - THE SCHEDULE SECTION B - SUPPLIES OR SERVICES AND PRICES/COST B.1. SCOPE OF CONTRACT The contractor shall provide such skills and labor as are necessary for annotating and editing titles selected for the NLS/BPH national collection of braille and cassette books in accordance with the specifications, terms and conditions stated herein. Annotating includes writing a descriptive annotation for each assigned title, entering the annotation with attendant bibliographic and processing information into the NLS/BPH PICS database system, and finalizing the annotation paperwork folder for editing. Editing includes reviewing annotations written by others; revising or rewriting; entering changes into database; and proofreading. BASE REQUIREMENT Annotating 500 ea. __$____ Editing 500 ea. __ $____ NOTE: The quantities given above are estimates only for evaluation purposes and are not a guarantee of the actual quantities to be ordered for any line item. The Government guarantees that it will order work under this indefinite quantity contract in an amount equal to 25% of the evaluated base requirement. SECTION C DESCRIPTION/SPECIFICATION/WORK STATEMENT C.1 BACKGROUND The National Library Service for the Blind and Physically Handicapped (NLS/BPH) provides braille books and talking books for approximately 700,000 eligible patrons of the service nationwide. To serve its readers, NLS/BPH produces about 2,000 braille and talking book titles annually. Each of these titles carries a descriptive annotation in NLS/BPH catalogs to inform readers, network librarians, and other interested persons of what the title is about. C.2 SCOPE The contractor shall provide such skills and labor as are necessary to annotate an average of ten titles per week and edit an average of ten titles per week (beginning no later than three weeks after the contract is awarded) in accordance with the requirements as set forth below and subject to the direction of the Head, Collection Development Section, of NLS/BPH. The contractor shall be required to provide personnel to work on-site at NLS/BPH, 1291 Taylor Street, N.W., Washington, D.C. 20542. Suitable work space will be provided at NLS/BPH, access to the PICS database will be provided through a computer terminal, and access to other information sources will be available through PC databases and the NLS/BPH reference collections. C.3 DESCRIPTION OF TASKS The contractor shall annotate and edit assigned books in accordance with the NLS/BPH annotation manual, the Chicago Manual of Style, and other NLS/BPH guidelines. Annotating includes 1) perusing books, their reviews and other information sources at a level sufficient to synthesize and write a 50-word or less descriptive annotation about the book, including the addition of taglines indicating levels of strong language, violence and sexual content; 2) entering the annotation in the annotation screen of the PICS database record; 3) verifying and/or adding other appropriate bibliographic information from the book to the annotation screen, including title, author, co-author, subtitle, LC card number, series/sequel information, a one-line descriptor, subject category code, and format; and 4) printing out a hard copy of the annotation for insertion in the annotation paperwork folder and making appropriate entries on the folder prior to sending the title for editing. Editing includes reviewing annotations written by others (not by the writer); revising or rewriting for style, grammar, construction, or content considerations; querying content issues that can only be verified by the writer; entering changes into the NLS database; and proofreading final print-out. C.4 MINIMUM REQUIREMENTS OF CONTRACTOR PERSONNEL Be available to work, as necessary, at the NLS/BPH premises located at 1291 Taylor Street, NW, Washington, DC 20542, where the books to be annotated and the PICS database are located. On-site work can be scheduled on Monday through Friday between the hours of 6:30 a.m. and 6:00 p.m. Have the ability, knowledge, and experience to work with on-line and PC databases. Possess a creative writing ability to compose and edit English-language annotations and one-line descriptions of the titles assigned in accordance with the NLS/BPH annotation manual and the Chicago Manual of Style, 14th edition or later. Possess a demonstrated familiarity with some of the classic, contemporary and popular genres of literature and authors. Possess knowledge of and experience in using bibliographic databases, reader's guides and other reference sources sufficient to acquire information as necessary about titles to be annotated. Be capable of learning to work with the NLS/BPH PICS database. Interested parties may respond on or before the due date listed above. Questions may be faxed or emailed to the contracting officer.
