Description
The Department of the Navy, Naval Air Systems Command (NAVAIR), Support/Commercial Derivative Aircraft Program Office is planning the acquisition of an Undergraduate Military Flight Officer Training (UMFOT) System (T-39 replacement with radar, ground based training system, and curriculum) and life cycle support, with contract award planned in fiscal year 2004. NAVAIR is in the process of conducting market research to identify commercial products that are capable of meeting the UMFOT training objectives. Research is specifically being held in the area of in-flight radar simulation. Information concerning the proposed procurement, to include training objectives, mission profiles, and existing course curriculum, can be found at http://www.navair.navy.mil/doing_business/open_solicitations/ under N00019-PMA273TXX. NAVAIR is interested in observing demonstrations of in-flight simulated radar capabilities in order to ascertain the level of sophistication and degree of development in this field, as well as the feasibility and limitations of using this technology as an alternative to actual radar systems. The demonstrations should show how the proposed airborne radar simulation capability can satisfy typical UMFO training requirements for air-to-ground and air-to-air radar tactical/navigation missions, with emphasis on requirements for visual correlation and the ability to account for environmental effects. The demonstrations shall be performed at Naval Air Station, Pensacola, FL, must be conducted within thirty days from date of this announcement, and should take no longer than three hours. The Government desires to use military aircraft stationed at the Naval Air Station for conduct this demonstration. Therefore, when requesting an appointment for a demonstration, contractor's should detail what modifications may be needed to existing aircraft to accommodate the demonstration. If it is not practical to use Govt. aircraft, then use of contractor aircraft is acceptable, with the understanding that the contractor should not construe this as an opportunity to provide a flight demonstration of specific aircraft. This invitation to participate in the demonstration is voluntary and does not constitute an invitation for bid or a request for proposal. The purpose of these demonstrations is to conduct market research only, and should not be interpreted as a specific intent to purchase any of these systems nor to include a requirement for this type of system in any resulting request for proposal. The Government will not reimburse contractors for any costs associated with the demonstrations, and is under no obligation to award any related contract associated with this event.
