Description
Laboratory Analysis of Environmental Samples for Biological and/or Chemical Agents THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is performing "market research" to determine potential sources and capabilities in preparation for a possible future procurement. The EPA Office of Solid Waste and Emergency Response (OSWER), Office of Emergency and Remedial Response (OERR) Analytical Operations/Data Quality Center (AOC) is seeking potential sources for the analysis and identification of biological and/or chemical agents in environmental samples (e.g. soil, water, wipes, air filters, etc.). The respondent may reply with demonstrated capability in the area of biological sample preparation and analysis, chemical sample preparation and analysis, or both. The respondent shall be capable of providing all necessary labor, services, equipment, and facilities to support the types of analyses outlined below. Biological Agents- The responder should provide a matrix specific list of biological agents for which the laboratory is qualified to perform analysis and identification. Potential agents of interest include, but are not limited to, Bacillus anthracis, Clostridium, Cyrptosporidium, caliciviruses, enteroviruses, Francisella tularensis, Shigella, viral encephalitis, vibrio cholerae, salmonella, brucellosis, yersinia pestis and filoviruses. The responder should provide the name of the agent for which it can perform analysis, the analytical method used to determine its presence; special matrix-specific preparation procedures; the status of the method (whether it is currently in use, or is planned to be implemented); the optimum turnaround time from receipt of the sample to delivery of quality results; the estimated daily sample capacity for each agent, and the BSL rating of the responders facility. Chemical and Biotoxin Agents- The responder should provide a matrix specific list of chemical agents for which the laboratory is qualified to perform analysis and identification. Potential agents of interest include, but are not limited to, sarin, VX, lewisite, mustard gas, phosgene, soman, tabun, Clostridium botulinum toxin and ricin toxin. The responder should provide the same information requested for biological agents. In addition to the above information, it is requested that responders provide any additional information that may be pertinent, such as, established chain-of custody procedures, facility security, any security clearances of personnel, established safety and handling protocols, availability during non-business hours, presence of secure sample storage facility, established SOPs for sample handling, preparation and analysis, QA/QC protocols, certifications, and estimated detection limits for applicable agents. ANY INTERESTED FIRM should submit a capability statement which demonstrates the firm's and personnel's ability to perform the key requirements described above and the firm's contact information. In the capabilities statements, contractors should provide their size status (e.g. large, small disadvantaged and/or disabled veteran owned concern). Responses to the above should be submitted to "Manager", Laboratory Analysis Service Center, Superfund/RCRA Contracting Division (3805R), US Environmental Protection Agency, 1200 Pennsylvania Avenue Ariel Rios Building, Washington, D.C. 20460, not later than 04/30/03. Information should be submitted via regular mail.
