- Reference is made to the prior advance notice issued on 13 January 2003 which indicated that the Naval Sea Systems Command intended to issue a solicitation in the first quarter of FY04 pursuant to 10 U.S.C. 2304 (c) (1) for a limited competition on a price only basis between Lockheed Martin Integrated Systems, Syracuse, NY and L-3 Communications, Ocean Systems Division, Sylmar, CA for the production, testing and delivery of up to sixty (60) TB-29A towed array full rate production systems. The advance notice indicated that the solicitation would contain all of the Navy?s future requirements for the production of TB-29A towed arrays as well as provisions for data, ancillary equipment and the placement of orders for provisioned item orders. The procurement will also contain provisions for repair services and engineering services. Based on responses received as a result of the prior advance notice, prospective offerors should note that the Navy now intends to issue the aforementioned solicitation on a full and open competition basis. Award will be made on a best value basis to the offeror representing the best value to the Government, technical factors and price considered. *****
