Description
NA The purpose of this announcement is to request comments from industry on the technical and manufacturing requirements, and acquisition strategy for the Army?s pending High Value Asset Security Cage (HVASC) acquisition. This acquisition is in support of th e Army?s Access Control Point Package based on the VCSA guidance to establish appropriate measures to control access to Army installations Worldwide. Requirements include hardware, testing, data deliverables, as well as technical, sustainability, and mana gement support for the developed cages. The Technical Data Package (Drawings) for the products required to be delivered has been posted to the Interactive Business Opportunities Page (IBOP), under Solicitation Number: DAAB15-03-B-CAGE. The HVASC contract will be centrally managed for both CONUS and OCONUS deliveries. The contractor shall identify, document, and use the most economical, efficient, and effective means of the HVASCs through replication of successfully demonstrated and documented capabilities. It is anticipated that an estimated 1,300 cages, destined for CONUS and OCONUS sites will be procured under this acquisition. Some of the sites are identified at this time. However, the final distribution list will be provided at a later date. The estimated value of the contract is $17.6M. Bidders shall propose firm fixed-prices for hardware, testing and data deliverables. Bidders shall propose a one-year warranty on the Cages against defects in manufacturer workmanship. Miscellaneous instal lation components, such as cables, pins, shelves, inserts, etc., shall be priced as part of the total value of the hardware ordered. In preparation of the release of the HVASC Sealed Bid, the Government is seeking comments from industry on the acquisition strategy discussed in this announcement, the draft statement of work, the draft specifications, and other technical data, which are b eing made available in conjunction with this announcement. HVASC Draft ?Pre-Solicitation? documents consisting of the Statement of Work (SOW.PDF), and pertinent Technical Data (TEC-DATA.PDF) are posted on the Interactive Business Opportunities Page (IBOP) at http://abop.monmouth.army.mil. These documents are downloadable and are posted to solicit comments as a ?Request for Information (RFI)? session. This RFI is identified on the IBOP as ?DAAB15-03-B-CAGE, Pre-Solicitation?.
