Description
This is not a solicitation but market research. PACAF/DOW wishes to identify sources for currently available unmanned air vehicle (UAV) systems for use in weather data reconnaissance. The top-level requirement is essentially for a weather reconnaissance data service, primarily for tropical cyclone reconnaissance that can also be used in data-denied areas such as arctic training ranges. The system shall consist of unmanned air vehicle(s), weather sensor payloads, command and control of the air vehicle, data distribution service to standard U.S. Air Force and Navy weather processing systems, UAV launch and recovery services, logistics, and FAA coordination. The system shall have the following characteristics: 1) UAV operating radius of no less than 750nm around ground station; 2) Capability to sense the following meteorological parameters from the UAV's operating altitude: wind direction and speed, air temperature and humidity, and atmospheric pressure; 3) Ability to take still digital images 4) Distribution of sensed weather data to ground station in less than 3 minutes; images within 10 minutes; 5) UAV endurance of at least 30 hrs; 6) UAV top speed of at least 70 mph; 7) UAV operating ceiling of at least 20,000 ft.; 8) Automatic navigation system that can be programmed, reprogrammed, changed in-flight, and resumed in flight; also ability to return to launch site automatically or ditch based on pre-programmed logic or remote instructions; 9) Operate in winds to 50 mph, up to moderate precipitation, and up to moderate turbulence; ambient temperature between -30 deg F and +125 deg F; Interested potential sources should respond with product specifications and details on how product could meet the weather reconnaissance data service requirements above. Please specify the stage of system technology (developmental to operational) and include specifics. Please include information as to whether equipment is available through GSA or other government agency contracts and pricing information.
