Description
THE FOLLOWING ANNOUNCEMENT IS HEREBY CHANGED FROM: The Department of Veterans Affairs (VA) tentatively decided that operations and management of the Veterans Affairs Benefit (VBA) Property Management Services) would be contracted out. The contractor's proposal was selected to streamline and reduce the costs of the property management services rather than the government's Most Effective Organization's (MEO) proposal. The tentative decision was made after a detailed study of offerors indicated that Ocwen Federal Saving Bank, of West Palm Beach, Florida was more cost effective was determined to be the best overall value. In addition the contractor's proposal presented a proposal that was projected to yield a net savings of approximately 15 percent less for the contracted period (including option years over the government's "Most Efficient Organization"). This announcement culminates nearly two years of public-private competition using the guidelines of Office of Management and Budget Circular A-76, "Performance of Commercial Activities." VA announced for A-76 study on April 27, 2001 (reference 101-09-01). The competition process established federal policy for deciding whether to retain recurring, commercial-like activities within the government, or contract them out to a private sector source. The guidance tells how to compare performance and cost related information to arrive at the best overall value for the taxpayer. Following this tentative award decision announcement is a twenty-day period for appeal, protest and review of documents, which will require a minimum of thirty-days before a final award decision is made. After a final award decision has been made an final announcement will be posted to inform the public of the official awardee.
