Description
The contractor shall develop and conduct data collection for the National Health and Nutrition Examination Survey (2005 NHANES). Before data collection the contractor shall pretest and implement all procedures for this survey, including updating the existing computer assisted personal interviews, administration of household and mobile examination center interviews, and conduct of health examinations. The data collection system will be totally automated and integrated at all sites of data collection and will include receipt and control of test results from numerous contract and government laboratories and other contractors. All information will be stored in digital format and may include such information as digitized images or photographs. The automated system will allow continuous monitoring of the quality of the data by CDC and the contractor, produce reports of examination findings to be provided to participants, and result in public use data files within one year of data collection. The data will be collected over a period of four, six, or eight years depending on the sequencing of phases and the options selected. In the standard six-year data collection period the survey will go to about ninety areas throughout the United States. Public data release will occur at the end of the first two years and every two years thereafter. NHANES will examine approximately 5,000 sample persons per year. Specifications for the primary sampling units and sample design will be provided to the contractor. The estimated period of performance will be ten years. The proposed Scope of Work contains two optional surveys and some optional interview and examination components. The optional survey, Community HANES, will be a local survey where the sample is a small, defined population. The contractor shall adapt from the existing software and hardware the system necessary to develop, maintain, and appropriately upgrade the totally automated and integrated data collection and quality control system to the specifications of NCHS. The system must be able to adapt to survey content changes that may occur as the data collection continues. All regulations and mandated hardware and software requirements will be specified in the RFP. The estimated release date for this RFP is approximately 15 days after this publication, and closing date will be approximately 90 days after issue date. All requests for copies of this RFP must be in writing addressed to the attention of Ms. Elisa Hillman and reference RFP Number 200-N-00740. All responsible sources may submit a proposal which shall be considered by the agency.
