Description
The Natural Resources Conservation Service (NRCS) is seeking sources for conducting an OMB Circular A-76 Commercial Direct Conversion of Soil Conservation Technician services at the NRCS field offices located in the towns of Aiken, Dillon, Kingstree, and Marion, South Carolina. This is the first of two Sources Sought notices to be released prior to issuing a solicitation. Duties include gathering resource data to assist landowners in identifying resource conservation needs, assisting in the development of basic conservation plans with landowners to address resource concerns, assisting landowners with the design, layout, and inspection of completed conservation practices, developing land treatment contracts utilizing existing USDA and other federal, state, and local cost-share programs and providing annual follow-up on existing contracts. Assistance provided will include working cooperatively with the local NRCS field office staff, local conservation district, private organizations, and other federal, state, and local partner agencies. Duties include assisting with conducting public education and information activities, conducting tours, presenting talks, documents activities with photographs, and preparing news articles as necessary. An effective knowledge of engineering design, surveying, global positioning systems, and computer use is required to fulfill the duties of these positions. Currently, Government personnel provide these services. Offerors are advised that a contract may not be awarded if the cost of contract performance is determined to be greater than the combined cost of in-house performance by Government personnel plus the cost of converting to contract performance. No solicitation exists at this time. A solicitation will be released on or about April 21, 2003. In addition, prospective offerors are asked to respond to the following: (1) Is your firm considered to be a small business using the threshold for North American Industry Classification System (NAICS) code 541990? (2) If small, does your firm qualify as an emerging, small business, a small disadvantaged business, or a veteran-owned business or a service-disabled veteran-owned small business? (3) If your firm is a small, disadvantaged business, indicate whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified Hubzone small business? and (5) Is your firm a woman-owned business? Prospective offerors are asked to use e-mail to respond to this synopsis. Telephone and facsimile responses to this sources sought notice will not be accepted. The solicitation will be made available at www.fedbizopps.gov when it is released. Your complete response to this notice will help ensure that any sole source determination, set-asides, or other procurement preferences, applied to the resulting solicitation will be appropriate for the current market. Although strongly encouraged, response to this notice is not considered to be a condition for a firm?s participation in any solicitation.
