Description
The Federal Emergency Management Agency (FEMA), NETC Acquisition Section, intends to negotiate on a sole source basis with OMNI Corporation (OMNI), an extension of the performance period for contract number EME-98-CO-0002 for continuation of on-site facility operation, maintenance and student support services for the U.S. Fire Administration located in Emmitsburg, Maryland. FEMA is in the process of issuing a competitive solicitation that will be synopsized on FedBizOpps in April, 2003. It is anticipated that the period of performance for the current contract will be extended for three (3) months, with one-month option periods. Services shall include but are not limited to providing all resources, including labor, supervision, tools, equipment, parts, vehicles, vehicle and equipment fuels, necessary to operate, maintain and repair of the facilities and utilities and to perform other functions such as architectural and engineering services, scheduled maintenance services, trade craft services, landscaping services, housekeeping services, student support services, warehouse and supply functions of receiving, inspection, storage, packing, shipping, material handling and associated services for the operation of the warehouse, mail and courier services, copy and duplication services, and other services. Due to the type of services required, it is necessary to maintain consistency and uninterrupted facility operations, maintenance and student support services at the facility in order to continue the national training programs and to maintain and operate the facility. It is not economically feasible for a new contractor to mobilize and perform this extensive work effort for 3 months. Based on OMNI?s comprehensive knowledge of the USFA mission, the complex systems which support the facility, its evolving integrated support service requirements, familiarity with the Union for Housekeeping Personnel, and their broad technical expertise, OMNI is in a unique position to provide the operation, maintenance and student support services for the extension period. OMNI is the only known source that possesses both the intimate knowledge of the facility and the resources required to ensure continuity of services at the facility for this period. Entering into a new contract for the period of this extension would be detrimental to the government. The statutory authority that permits other than full and open competition for this requirement is in accordance with 41 U.S.C. 253(c)(1) and Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
