Description
The U.S. Coast Guard is considering whether or not to set aside an acquisition for Small Business concerns only. The estimated value of this procurement is between $250,000.00 and $500,000.00. The small business size standard is less than 1,000 employees, NAICS Code is 336611 and the SIC is 3731. The acquisition is for DRYDOCK repairs to the USCGC ACACIA (WLB-406), a 180 Foot Sea-Going Buoy Tender. The Acacia is homeported in Charlevoix MI. All work will be performed at contractor's facility. The performance period will be 56 calendar days with a start date of 11 August 2003. This vessel is geographically restricted to the Great Lakes. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC ACACIA (WLB-406). This work will include, but is not limited to: removing, inspecting and reinstalling propeller, propeller shafts and rudder assembly, disassembling and inspecting thrust bearing, preserving transducer hull ring(s), renewing duplex sea strainers, overhauling and weight testing shipboard davit crane, overhauling anchor windlass assembly, overhauling warping capstan assembly, disassembling and inspecting the bow thruster, overhauling anchor and anchor chains, overhauling warping winch assembly, preserving underwater body, preserving buoy deck, providing temporary messing and berthing, providing temporary logistics, routine drydocking, renewing scuttle, renewing non-tight door, preserving bilge surface in engine room replacing high fuel oil suction valves, preserving main mast, preserving fan tail deck, and preserving chain lockers. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. At the present time, it is anticipated that this acquisition will be issued under full and open competition procedures. In response please include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and phone numbers, and (d) evidence of capability and plan to drydock a 180 foot sea-going buoy tender (include drydock certification). At least two references are requested, but more are desirable. Your response is required by 28 March 2003. All of the above must be submitted in sufficient detail for a decision to be made on a Small Business set aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a small business set aside or on an unrestricted basis will be posted in the CBD.
