- Description
- NASA/GSFC intends to enter into a sole-source six-month contract extension with RS Information Services (RSIS), Inc. The extension will provide for continued technical information services for the Technical Information Services Branch. Services consist of conference planning, audiovisual support, duplicating, graphics, and photography services, publications and documentation services, and equipment maintenance. The authority for Other Than Full and Open Competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source. RSIS is the only known source currently qualified to perform this requirement for the following reasons: 1) RSIS currently has specialized personnel trained and experienced in providing the required technical information services to the existing GSFC customer base; 2) RSIS is the only known contractor with the expertise requisite to continue performance for the six months of potential performance; 3) the financial effort and start-up required for such a short duration is cost prohibitive and would result in a lapse of contract performance; and, 4) it is necessary to retain the expertise of the current contractor during the phase-in period to allow for proper training and turnover to the follow-on contractor. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 31, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit a proposal, which shall be considered by the agency. An Ombudsman has been appointed, See NASA Specific Note "B".
