PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SUPPLIES, EQUIPMENT AND MATERIAL CLASSCOD: 69--Training Aids and Devices?Sole Source Announcement OFFADD: Commander, Marine Corps System Command, Code CTQ, 12350 Research Parkway Orlando, FL 32826 SUBJECT: 69?PRE-PRODUCTION USMC PROTOTYPE DEVELOPMENT OF THE PREDATOR, SHORT RANGE ANTI-ARMOR WEAPON (SRAAW) FIELD TACTICAL TRAINER (FTT) FOR TESTING SOL N/A DUE 032603 POC John E. Lynch @ 407-380-4197 The Program Manager for Training Systems for the U.S. Marine Corps intends to award a sole source pre-production engineering contract to SAAB Training LLC 3050 Technology Parkway Suite 130 Orlando, FL 32826 to provide PREDATOR SRAAW Missile simulator prototypes for test and evaluation in the amount of $500,000.00. The pre-production engineering contract shall consist of proactive, technical services and fast, expert resolution of specific technical issues of the evaluation of simulators used in the recently completed Predator/KESTREL missile evaluation. Saab Training LLC has a commercial off the shelf (COTS) simulator from an earlier evaluation, that can be delivered to the U.S. Marine Corps within 120 days from contract award, that meets the requirements for form, fit and function of the PREDATOR SRAAW as well the existing simulation interfaces to training devices fielded with the USMC. The specific requirements are to provide commercial off the shelf (COTS) PREDATOR SRAAW Simulators for evaluation with missile equivalent physical, weapon and engagement characteristics. The contractor will provide the COTS simulators and technical data package under a technical service contract for field evaluation and pre-production readiness review. These deliverables will be issued, as GFE as part of a future FULL AND OPEN PRODUCTION COMPETITION CONTRACT, which is expected to take place during Phase 2. This will be a two-phased effort to support The USMC PREDATOR SRAAW fielding evolution. Phase 1 of the requirement will be to conduct environmental testing of the device, validate current Training, Techniques and Procedures for employment of the PREDATOR and ensuring suitability for establishing the follow-on Production of the PREDATOR. Phase 2 of this effort will require the production and integration of the device into the Operating Forces to support training of personnel in the operation and employment of the PREDATOR in both precision gunnery and in a Force-on-force type training scenarios involving all fielded TESS.
