- Description
- Contractor shall perform duties of Project Inspector for construction of the Escalante Science Center. The Center is estimated to cost between $3-4 million and is approximately 13,000 SF in two (2) single level buildings. Construction consists of slab-on-grade, dimensional lumber construction, stone/EFIS exterior and a ballasted epdm roof. Interior spaces includes interpretation, trip planning, theater, sales, offices, science labs, public restrooms, workroom and conference rooms. The mechanical systems include in-floor radiant heating and 2-stage evaporative cooling. Electrical systems include cat-V data and phone, building access system with card readers and electric stikes on exterior doors, closed circuit TV, theater AV equipment. A pervious gravel paving system will be used in the parking lot along with stone features and native trees, shrubs and grasses. In additional an existing office building will have some exterior remodeling completed. BLM is pursuing a silver LEED building rating on the Center. Contractor shall serve at the Government's on-site quality control expert and monitor construction contractor's efforts and overall progress. On-site inspection will be required each day the construction contractor is working on-site. Incumbent will be responsible for keeping daily logs and verifying invoices, payment certificates and various submittals are correct. Period of performance is 12 months, and on-site services will be required each day the construction contractor works on-site. Construction is expected to begin the summer of 2003. Contract will be awarded based on price, technical qualifications and past performance. Technical Performance will be evaluated based on proposed approach to be used in completing this project, abilities and experience of key personnel, including specific knowledge and understanding of the building trade, building layout, survey, contract management, labor, payrolls, OSHA and coordination of trades and equipment. Past Performance will be evaluated on previous experience with similar sized government and non-government construction projects. If an offeror does not have a past performance history relating to this solicitation, the offeror will not be evaluated favorably or unfavorably on this factor. This project is full and open, not set-aside. This solicitation will be available by electronic posting only and may be found at www.fedbizopps.gov. Contractors will be required to print the bidding documents for submission of their offer at the place designated for receipt of offers. The solicitation documents will be posted on or about April 1, 2003. All contractors are strongly encouraged to register at the Central Contractor Registration website at www.ccr.gov. Any firm already registered should ensure your profile is updated. This registration is necessary to receive amendment notification, contract awards, and facilitate payments.
