NA This will be a firm fixed price requirements type contract. Contractor shall provide instruction and related support services in the Non Commissioned Officer Leader Education and Development Program, to include the following courses: Fundamentals of Math I & II, Fundamentals of Reading I & II, English Composition I & II, Intro to Public Speaking, Fundamentals of College Math, Elementary Algebra, Intermediate Algebra, Intro to Management, Intro to Personnel Supervision, Intro to Human Resources Management, Principles of Macroeconomics, Principles of Microeconomics, Intro to Computer Application, Intro to Computer Science, Intro to Psychology, Intro to Sociology, Intro to World Geography, World Civilization I & II, History of the U.S. I & II, Intro to Biolog y, Intro to Law Enforcement, Intro to Criminology, Intro to State and Local Government, Intro to Political Science, Improving Work Performance, Prevention of Sexual Harassment, Stress Management, Personal Finance Management, Ethics in Management, Effective Army Writing, Conducting Briefings, Problem Solving, Time Management, Personnel Efficiency Reports, and Preparing Forms and Reports. Classes to be held on various sites on the Island of Oahu, Hawaii. The institution must be accredited by a regionally ac crediting body recognized by the Council for Higher Education Accreditation, and must be a member of the Servicemembers Opportunity Colleges, SOC, and have viable SOC Army Degrees. Period of performance is 01 Jul 03 through 30 Jun 04, with 2 prepriced 12 month option periods. This proposed contract is being considered as a 100 percent set aside for historically black colleges and universities, HBCUs, and minority institutions, MIs , as defined by the clause at 252.226-7000 of the Defense Federal Acqui sition Supplement. Interested HBCUs and MIs should provide the contracting office as early as possible, but not later than 15 days after this notice, evidence of their capability to perform the contract, and a positive statement of their eligibility as an HBCU or MI. If adequate response is not received from HBCUs and MIs, the solicitation will instead be issued, without further notice as Unrestricted. Therefore, replies to this notice are requested from both large and small businesses. A firm is consid ered to be a small business if its average annual gross receipts for the past three years do not exceed $6.0 million. NAICS 611310, Colleges, Universities and Professional Schools. Telephone requests will not be honored. The issue date for this solicitation is estimated to be on or about 04 Apr 03. The response date above is estimated. Actual proposal due date will be specified in the solicitation and may be earlier or later than 25 April 03. Ensure your request clearly identifies the email address or U.S. postal address to which solicitations shoul d be sent, in addition to a point of contact, phone number, and fax number. Interested contractors are to ensure that their provided email addresses are capable of receiving multiple attachments of maximum file sized content. Solicitations will be issued through electronic email, U.S. postal service of 3? inch disk or compact disk or CDR. It is the contractor?s responsibility to provide an email address that is capable of receiving large content data on MS Word and Excel or Adobe Acrobat attachments. T he Government will not be responsible for altering or breaking down its solicitation transmission to accommodate contractor?s limited capability email addresses. In lieu of issuing the solicitation via email, the Government reserves the right to provide an Internet site for downloading solicitations. This is a recurring requirement. Services are currently performed under separate contract. Current contractor is Hawaii Pacific University, 1166 Fort Street Mall, NO. 200, Honolulu, Hawaii 96813.
