- Security Upgrades at Washington Air Route Traffic Control Center, Leesburg, Virginia. The estimated cost is between $900,000.00 and $1,000,000.00. Due to time constraints and the sensitivity of this facility, this project is being sent to the following seven (7) vendors who worked at this facility in the past and are familiar with its highly sensitive operations: Ennis Electric, Manassas, VA.,Power Source, Sterling, Virginia, Hughes and Smith, Fairfax, VA.,PCS Construction, Vienna, VA., T.A.
