- Description
- The National Environmental Satellite, Data and Information Service (NESDIS), National Geophysical Data Center (NGDC) proposes to negotiate on a sole source basis, under the authority of 41 U.S. C. 253(c)(1`), with Paul Gifford for software development on the Environmental Scenario Generator--Integrated Data Viewer (ESG-IDV) integration project. This project involves the integration of two extremely complex distributed environmental data visualization and analysis tools written in Java, and utilizing a number of database and web technologies. Mr. Gifford was responsible for development of and provides maintenance for the current ESG data visualization application "franklin" and a primary focus of this project will be to extend the Franklin capabilities by integrating it with the current ESG code base developed separately by NGDC. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures (under $100,000). Based on Mr. Gifford's extensive work and familiarity with ESC and VisAD and because he is upgrading and extending his own product, this notice is for information purposes only. No competitive solicitation is planned. Questions should be submitted in writing to the contracting officer either by fax or email. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
